Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. It’s important to note that this schedule is subject to change based on Metrolinx’s operational needs and the evolving demands of our industry.Our Operational Readiness & Performance Office is seeking a Manager, Operational Readiness and Governance. This role will be responsible for the implementation of operational readiness for the GO&UPE Operations division. It manages and oversees readiness initiatives across the MX organization on behalf of the GO&UPE Operations division. It ensures readiness is achieved in a planned and measured way. It provides people management to a diverse team of professionals, such as program, change, and customer experience specialists.What will I be doing?
- Leads a structured readiness management approach which involves judging impacts to the operational side of GO&UPE Operations by assessing the release and sustainment of capital delivery, and other operational initiatives, change among all stakeholders impacted.
- Principally responsible for drafting, maintaining and communicating the assurance framework for Operational Readiness through policies, standards and practices within the GO&UPE division.
- Accountable to GO&UPE leaders and teams for integrating readiness initiatives into their workflow with minimal disruption to the business.
- Manages the implementation of readiness best practices, methodologies, governance, and performance management for program, change and coordination services to ensure goals are met and business users are satisfied.
- Creates and delivers compelling communication tools and materials on readiness initiatives to prime GO&UPE Operations for entry into service while addressing the impacts of change on programs, projects, and groups of individuals.
- Develops and executes readiness plans through stakeholder engagement, communication, coaching, and coordination of organizational transition activities with groups external to GO&UPE – across the broader enterprise.
- Acts as the integrator and communication focal point for all readiness streams; ensure completeness of the overall readiness management plan with timely and actionable feedback to the Readiness Leads.
- Leads the readiness process by delivering process and utilization training and guidance to user groups; implements the integrated readiness management plan.
- Responsible for establishing strategies, methodologies, and tools to achieve readiness and enter service and looks for trends to guide readiness activities on future projects.
- Reduces the impacts of readiness fatigue across the division by managing the pipeline and release of initiatives in the business.
- Provides formal and informal readiness coaching to initiative owners and readiness streams.
- Builds and manages the pipeline of readiness initiatives and determine when the business has the optimal capacity to initiate readiness in GO&UPE Operations – create and manage a schedule of readiness programs.
- Analyzes complex information, uncover trends, provide data driven insights and conduct strategic initiatives to inform business actions and drive performance.
- Gathers information on initiatives that will impact Operational readiness and proactively plan the timing of readiness program initiation.
- Establishes effective relationships with GO&UPE Operations senior leaders, HR and ‘Centres of Excellence’, I&IT, Finance, CPG, other enterprise groups to plan the release and sustainment of effective business initiatives to ensure that Operations is prepared to put a new asset into service.
- Proactively identifies issues and risks and recommends and delivers appropriate plans/strategies to mitigate risks, including oversight and communication of new initiatives.
- Develops, maintains, and implements program risks and issues or RAID management standards, processes, and practices in alignment with the readiness management framework.
- Represents the interests of GO&UPE senior leaders in readiness initiatives that will impact the business and proactively informs leaders in a professional, personable, and proactive way.
- Actively contributes to and participates in governance committees as required to provide readiness management, workload and delivery input for prioritization and resourcing decisions.
- Manages readiness processes and communications for all stakeholders and participants; ensure appropriate level of messaging accompanies the release of initiatives from other parts of the enterprise that are tailored to GO&UPE needs.
- Directly manage a team of professionals, providing leadership, oversight, and guidance in strategy aligned with business planning, change implementation, communications and delivering readiness over time and indirectly supports an adjacent team by providing guidance and feedback.
What Skills and Qualifications Do I Need?
- Completion of an undergraduate degree (Business, Organizational Behaviour, or a related discipline) or a combination of education, training, and experience deemed equivalent.
- Demonstrate progressive experience in program or change management practice and leading an organization in the development and administration of program or change management programs and projects with a high degree of consultation and collaboration, preferably in the public sector.
- Understanding of operational transit environment to ensure readiness deliverable are fit for purpose.
- Demonstrated analytical skills in assessing and reviewing business processes to identify best practices and opportunities to improve service delivery.
- Experience with large-scale organizational change and capacity planning efforts.
- Experience working across the enterprise and building strong, effective, reciprocal relationship.
- Expertise in change management practices, principles, and methodologies – demonstrating a solid understanding of how people move through change.
- Expertise in capacity management and managing a pipeline of initiatives that originate from within the division and across the organization.
- Negotiation skills to achieve approval for budgets, plans, people resources, technology, problem solutions, changes to plans and facilitate collaboration between teams and other functional areas.
- Expertise in external consulting, facilitating and coaching leaders at all levels; proven ability to work in a dynamic, cross-functional team atmosphere, and within a matrix environment.
- Expertise in relationship management, stakeholder management, collaboration and influencing/negotiating skills to work effectively and in consultation with a variety of internal and external partners, stakeholders, management, project teams and staff to advance ‘best-for-business’ decisions on change initiative role-outs/implementations.
- Demonstrated understanding and progressive experience in project management/ planning to support project teams.
- Superior political acuity to work effectively within team and with business partners.
- Strong relationship building and engagement skills with clients and stakeholders to ensure stakeholders expectations are well managed; to work with a variety of audiences; to influence process and behavioural change.
- Strong planning, organizational and project management leadership skills to lead planning, issues management and communications related to business change initiatives; to provide leadership to internal and external resources on projects/initiatives to meet project milestones/timelines and budget parameters; ability to work on multiple projects and meet deadlines without compromising quality.
- Demonstrated analytical and problem-solving skills to understand and analyse business impacts of change initiatives.
- Self-directed problem-solver taking initiative and proactively addressing issues working with minimal oversight.
- Interpersonal and oral/written/presentation communication skills to develop and make presentations, prepare reports and briefings, etc.
- Leadership and management skills to manage and motivate staff to meet or exceed customer expectations.
- Demonstrated proficiency in the use of project management software (Primavera P6 scheduling), MS Office (Outlook, Word, Excel, PowerPoint, Visio, Project Office, etc.) and other computer applications.
- Ability to develop detailed reports and work plans to support the achievement of objectives.
- Organizational skills to support multiple priorities and navigate through ambiguity.
