Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our office of the Chief Operating and Safety Officer is seeking a Manager and Senior Advisor to provide leadership and executive support through the provision of strategic advice and information on a broad range of policy and program, directs communication activities and provided effective stakeholder management within, cross functionally between Metrolinx teams, and amount external stakeholders. Develops and provides support for presentation and written materials at an executive level. Manages issues effectively while reporting into the Director, Internal and External Affairs.What will I be doing?

  • Provides strategic management, advice, and briefings to the Director Internal & External Affairs and Chief Operating and Safety Office in the development and support of policy and program.
  • As part of the business unit’s Senior Management Team (SMT) identifies and manages sensitive, high profile and complex issues with potential policy implications and program impact and works collaboratively with executive on policy, projects and contentious or emerging issues, providing information/advice and support in issue identification and resolution to ensure successful outcomes.
  • Manages complex situations and multiple responsibilities independently to support the executive agenda and materials including presentations; identifies emerging issues and urgency of immediate demands; mediates and resolves conflicts associated with issues, ongoing work, and between competing projects.
  • Manages the preparation and delivery of quarterly Corporate Board of Directors, Committees and Subcommittee reporting.
  • Develops executive-level meeting materials and briefings in collaboration with VP offices, guiding, collecting, and analyzing information to craft cohesive presentations.
  • Provides strategic direction, oversight and guidance to the development and delivery of internal communications by managing the development and delivery of internal communications plans, strategies, and tactics, including bi-annual town halls, newsletters and related communications, intranet content, message boards, orientation materials, divisional changes, etc. to support the achievement of program and policy goals and objectives.
  • Acts as a business point of contact for the CEO’s office, and other executive offices for the development of briefing and issues materials for the business unit.
  • Supports the delivery of FOI requests and AG/Standing Committee requests as related to the business unit.
  • Prepares and/or directs the preparation of correspondence, key issues/briefing materials for the Chief Operating and Safety Officer and Director Internal & External Affairs and business unit Senior Management through research, information gathering and by liaising with internal/external stakeholders and business partners.
  • Reviews and analyzes communication documents prior to dissemination to ensure consistency as well as good quality and flow of information.
  • Manages and coordinates a wide range of program/policy files, working files, project communications and executive support tasks.
  • Plans and leads high profile special assignments/projects, including conducting research/analytical activities in support of program and policy initiatives.
  • Assesses and analyzes business operations to effectively evaluate options and manage programs and special project within established timelines.
  • Establishes relationships and works with cross functional teams, advisory committees, business unit Senior Management and stakeholders to progress projects and initiatives, manage the flow and distribution of information, provide updates, and utilize influencing skills to achieve desired outcomes.
  • Maintains ongoing liaison with MTO regarding regular reporting requirements as required.
  • Provides expert advice and consultation to business unit senior management and officials on program and policy issues.
  • Maintains ongoing liaison with and works in collaboration with internal communications partners (e.g., CEO’s Office, Communications and Public Affairs, Customer Experience and Marketing, Policy, and Planning) and program/business areas to develop responses and positions for contentious and emerging issues.
  • Responds to enquiries, provides advice, and makes decisions in accordance with established legislation, policies, and procedures.
  • Establishes, maintains and monitors processes, controls and measures to ensure appropriate expense allocation (e.g., change orders and procurement), cost management, and overall fiscal responsibility; provides executive management with regular status and financial and quarterly reports.
  • Meets service delivery objectives and manages special project and department activities within budgetary limits.
  • Monitors the achievement of performance objectives, developing and implementing action plans to address gaps in performance.
  • Provides leadership oversight and direction to special project teams members and consultants (e.g., defines team member roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages and monitors staff and contractor work assignments for adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Communications, Public Relations, Business Administration, or related field – or a combination of education, training and experience deemed equivalent.
  • Demonstrated training or experience, ideally in the public sector, developing communications materials, managing complex and sensitive issues/tasks, special projects, presentations and briefing notes, timely flow of information along with stakeholder interaction/consultation.
  • Knowledge of the theory, principles, and practices of communications planning, issues management and public relations to coordinate issues management and communication activities, flow of information, and manage special projects.
  • Knowledge of the government policy development and decision-making processes to anticipate/identify emerging/contentious and/or sensitive issues related to policy and programs to provide strategic issues and communications management support to the Director Internal & External Affairs office.
  • Strong skills in developing presentations and written communication. Strong relationship management, influencing/negotiating skills, and political acuity to work effectively and in collaboration with a variety of internal/external stakeholders, partners, management and staff to advance policy and program objectives and the successful outcomes and achieve goals.
  • Analytical and research skills to anticipate and absorb complex programs and issues; identify sources of major issues; analyze the impact of issues on policy and program initiatives and provide strategic advice and relevant/succinct briefings/information.
  • Interpersonal and oral/written/presentation communication skills to provide support and strategic advice/briefings/information , senior management, stakeholders on policy and program issues; oversee/prepare/deliver high quality reports, key briefing/communications materials, correspondence, and presentations.
  • Knowledge of human resources management guidelines, policies, procedures, relevant legislation/regulations, and leadership/supervisory skills to manage/oversee staff.
  • Planning, organizational and project management skills to plan, organize, and coordinate issues management and communications activities; manage internal and external resources engaged in communications activities to meet timelines, budget limitations, and adhere to quality control standards and best practices; provide executive support.
  • Strong skills in computer applications, including MS Office (e.g., Outlook, Word, Excel, PowerPoint).
