Introduction

Guatemala faces significant systemic and structural challenges related to inequality, discrimination, the judicial system, impunity, democratic space and human rights. With a human development index of 0.627 and a Gini coefficient of 48.3, poverty and inequality are high. 6.6% of the population lives in multidimensional poverty, with higher rates among indigenous peoples and children. Women’s participation in the structured labor market is low, at 39.9%, compared to 86.3% for men. The total employed population is 7,242,822 people, with 63.58% men and 36.42% women.

  • The European Union (EU) in Guatemala, considering the above context, has defined the implementation of a project to raise good practices of responsible business conduct (CER) in 5 supply chains, which are priorities for the country.
  • The five priority agribusiness supply chains will be affected by current and future EU regulatory developments. Together, the five supply chains represent around 7.97% of the national GDP and approximately 5.38% of the national economically active population. The results of the previous EU mapping showed that palm oil and coffee are the value chains most sensitive to regulatory changes in the European market. In the case of the cocoa, coffee and wood chains, the participation of small and micro producers is very high and due to their geographical distribution, these chains play a very important role in structuring the economy of territories that are particularly vulnerable from a social and environmental point of view.
  • CER and environmental and social due diligence practices in accordance with the guiding instruments of the United Nations, ILO and OECD will be a competitive factor for Guatemalan companies to access the EU market and supply chains. With the aim of strengthening business capacity to meet these requirements and create an enabling environment for responsible business conduct and decent work, this project will provide technical assistance to ILO constituents and other stakeholders regarding CER and environmental and social due diligence.
  • This project will run in parallel to the CERALC project, and will be implemented by the same 3 agencies: ILO, OECD and OHCHR, with ILO as the lead implementing agency.
  • The work will focus on 3 components: (1) supporting companies operating in Guatemala, with an emphasis on MSMEs, to carry out CER and due diligence practices in the supply chains of: coffee, cocoa, palm oil, sugar cane and timber; (2) strengthening an enabling environment for responsible agricultural supply chains and the adoption of due diligence in Guatemala, by supporting the development and implementation of national policies for CER and due diligence; and (3) increasing the capacity of rights holders, in the particular case of the ILO, of workers’ organizations, to participate and dialogue in order to drive the adoption of CER and due diligence. The
  • main objective of this position is to support the monitoring and evaluation of the implementation of the project in Guatemala. The position will also contribute to the framework of cooperation between the ILO and tripartite constituents in Guatemala in the areas related to the enabling environment for sustainable enterprises, with an emphasis on micro and small enterprises, green job creation strategies, and vocational training and business development policies.

Description of tasks

  • Work closely with partners/counterparties to design, prepare and review project work plans and budget proposals. Consider different approaches, alternative methods, problem management and identification and resolution, especially for parts of the programme and/or project that support institutional and capacity development of constituents, government agencies, ministries and social partners
  • Review, verify and analyse work plans, progress and final reports, data and documents for clarity and consistency in a comprehensive manner. Follow up on outstanding documents, clarify information and respond to questions related to requirements and authorisations, among other queries, to keep processes on track and support the successful completion of agreed activities.
  • Monitor the progress of project activities. Contact technical officers and counterparts in relevant national level organisations and ministries, implementing and partner agencies, government offices, constituents and other organisations to follow up, expedite implementation and meet targets.
  • Participate in the preparation and conduct of conferences, seminars, workshops, training sessions and consultation meetings. Speak on behalf of the programme and/or project when attending these meetings.
  • Plan and participate in missions and visits to project sites to monitor programme and/or project implementation independently or by accompanying others. relevant reports within the established deadlines and propose actions for improvement.
  • Provide relevant information on programme and/or project issues to ILO colleagues and visiting officials. Prepare briefings, background reports, periodic and final technical reports, as well as statistical data on the status of general programme and/or project activities.
  • Create an internal Monitoring and Evaluation system that contains instruments and tools for the systematic collection of indicators to measure the progress of the program and/or project according to its logical framework, in line with the ILO guidelines and notes on the subject.
  • Establish communication channels with partner institutions to collect data and inputs and develop indicators to measure progress towards the objectives determined in the program and/or project.
  • Support in the preparation of monitoring reports for the funding partner on the results obtained by the program and/or project.
  • Explain, advise and follow up with the program and/or project team on the monitoring and evaluation system; the use of tools, baselines, surveys and other forms of data collection; actions for dissemination, learning and evaluation of indicators.
  • Organize activities to train actors and partner institutions of the program and/or project on topics related to monitoring and evaluation.
  • Perform other related tasks and/or functions assigned by the Project Coordinator.

Education

  • First-level university degree in economics, statistics, business administration, sociology, international relations, engineering studies or a related field.

Experience

  • Two years of professional experience at the national level in the area of ​​management, execution, monitoring and evaluation.

Languages ​​and IT

  • Excellent knowledge of Spanish.
  • Level (intermediate / advanced) of an official language of the Office (☒English / ☐French / ☐Spanish)
  • Use of word processing software, spreadsheets and internet browsers, preferably in the Microsoft 365 environment
  • Use of applications developed in ERP (Enterprise resource planning) software such as Oracle or SAP.
  • Use of collaborative tools and for organizing virtual meetings
