Context

UNICEF’s major programmes consist of Health & Nutrition, Water & Environmental Sanitation, Education, and Child Protection, with Communication for Development and evidence and social policy mainstreamed.

Project description:
- Under the general supervision of the Planning and Monitoring Specialist and the technical guidance of the Chief of Planning, Monitoring and Evaluation, the incumbent is responsible for the accomplishment of the stated key results by providing professional expertise and assistance in conducting monitoring visits to UNICEF project sites (10 visits a month at least) to assess local conditions, monitor UNICEF inputs (supplies and cash), delivery and utilization. Also, information/data collection, statistics and data analysis, monitoring, preparation of reports, communication and partnership with a specific focus on routine and administrative data collection, for better preparedness, targeting and coordination of effective humanitarian responses and UNICEF commitments to the CCC (humanitarian performance monitoring system).
Task description
Under the delegated authority and supervision of the Planning and Monitoring Specialist or their designated representative(s), the UNV Monitoring Officer will be responsible for the following tasks:
Programme Planning and Monitoring :
- Provide Technical Support and Assist the Programme Officers in developing work plans, emergency preparedness, and response plans. Ensure the quality of these plans meets established standards.
- Provide support in a variety of programme and coordination activities both at the field level and within the country office. This includes ensuring that UNICEF-supported programmes implemented by the government and other partners are systematically monitored, with activities regularly tracked, and outcomes measured and recorded.
- Conduct joint monitoring visits with relevant partners on a systematic and regular basis to ensure effective collaboration and programme oversight.
- Collect, analyze, and make data available for key programme and management indicator reports to inform decision-making at the field office management level.
- Compile and synthesize data to provide actionable insights to the Section and national partners to support planning efforts.
- Assess the impact of programmes and policies, and regularly report on progress.
Information Management and Coordination:
- Support Sector/Sub-Sector coordination meetings with a focus on information management, contributing to the strengthening of sector information databases and systems.
- Produce and maintain relevant information products, including reports, databases, and both basic and thematic maps, to provide a comprehensive overview of sector activities.
- Prepare periodic reports on sector activities at the national and state level as required.
Governance Support:
- Manage office governance bodies, including organizing weekly office meetings, preparing meeting minutes, tracking action points, and ensuring necessary follow-up.
Humanitarian Response and Emergency Preparedness:
- Assist the Planning and Monitoring Specialist in leading UNICEF’s technical efforts to gather critical information on populations affected by emergencies and disasters.
- Participate in assessment missions, including interagency missions, and intersectoral assessment to support emergency preparedness and response.
- Monitor high-frequency humanitarian indicators, focusing on the use of routine and administrative data collection to enhance preparedness, targeting, and coordination of effective humanitarian responses.
Data Management and Visualization:
- Lead tasks related to information management, including data collection, validation, processing, and visualization, ensuring the integrity and accessibility of key data.
Capacity Building
- provide capacity-building support to UNICEF partners, including government agencies, NGOs, and community-based organizations (CBOs), focusing on planning and monitoring aspects
Additional Responsibilities:
- Undertake any other duties or tasks as assigned by the supervisor.
Skills and experience
- in programme monitoring and/or research and data analysis.
- Excellent oral and written skills; excellent drafting, formulation, and reporting skills.
- Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
- Effectively deliver key results by providing professional expertise in data collection, statistical analysis, and monitoring activities.
- Assist in updating the situation of children, identifying the most vulnerable, and highlighting critical gaps.
- Ensure timely monitoring and evaluation of changes at state, local, and household levels, in collaboration with relevant partners, to provide actionable data for program officers and facilitate project implementation.
- Attend and actively support coordination meetings across sectors/sub-sectors, contributing to the improvement of information management systems and sectoral databases.
- Maintain regular office meetings, ensuring consistent follow-up on action points and project progress.
- Systematically apply, integrate, and document the Age, Gender, and Diversity (AGD) perspective in all tasks throughout the assignment.
- Provide a final report on achievements related to volunteerism for peace and development, including the number of volunteers mobilized, activities participated in, and capacities developed.
