Org. Setting and Reporting

• This position is located in the Audit Response and Boards of Inquiry Section, Office of the Under-Secretary-General, Department of Operational Support. The Operational Review Officer reports directly to the Chief, Audit Response Unit.

Responsibilities

Within the Office of the Under-Secretary-General, Department of Operational Support (DOS), the Operational Review Officer has the following main responsibilities:

• Assists in coordinating reviews by the United Nations oversight bodies (Board of Auditors, Joint Inspection Unit and Office of Internal Oversight Services) of DOS, as well as cross-entity reviews of processes that are owned by DOS, such as the provision of strategic goods and services, i.e. fuel, rations, and aviation solutions; briefs United Nations oversight bodies as requested on operations, services, transactions, surge support to entities in weak environments, internal controls and reporting procedures relating to all offices and service centers of DOS; assists in organizing entrance and exit conferences, as well as other meetings with the United Nations oversight bodies; prepares inputs for DOS responses to requests for information and reports of United Nations oversight bodies, as well as reports of the Secretary-General on the implementation of the recommendations of the United Nations oversight bodies within the purview of DOS, which involves the consolidation of inputs from all offices and service centers of DOS; defends and explains difficult positions at high-level meetings; and assists in preparing inputs for DOS responses to questions of the legislative bodies relating to reviews by the United Nations oversight bodies of DOS, which involves consolidation of inputs from all offices and service centers of DOS.
• The incumbent will also research modern review techniques and guide all offices and service centers of DOS on activities by the United Nations oversight bodies; collate suggested review areas for the annual work plans of the United Nations oversight bodies; advise all offices and service centers of DOS of impending United Nations oversight body assignments; assists in coordinating annual United Nations oversight body surveys; and assists in preparing briefing notes and presentations for the Under-Secretary-General for Operational Support on United Nations oversight body activities.

Education

• Advanced University Degree (Master’s degree or equivalent) in finance or business administration or recognized professional qualification in accountancy. A first level university degree with a combination of relevant academic qualifications and experience in auditing or relevant field may be accepted in lieu of advanced university degree.

Job – Specific Qualification

• An accounting qualification by an internationally recognized accounting body such as Association of Chartered Certified Accountants (ACCA), Association of Chartered Accountants (ACA), Certified Public Accountant (CPA), or Chartered Institute of Management Accountants (CIMA) is desirable.

Work Experience

• A minimum of five years of progressively responsible auditing experience, including national and international work, is required. At least one year of experience in peacekeeping operations with the United Nations or other similar international organization is desirable. Experience in the application of Financial Regulations and Rules and financial systems with the United Nations or a comparable international organization is desirable. Experience with auditing procedures and/or accounting principles and practices of financial management is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
