Job summary

DWP Payment and Banking processes cut across Service Delivery, Commercial Directorate and Digital with Finance at the heart as the business owner. The scale is huge – around £220 billion of benefits and pensions are paid to customers each year. The systems used in the delivery of these services are classed as Critical National Infrastructure and we work closely with colleagues and stakeholders to ensure secure delivery, implement change safely and modernisation to streamline and futureproof. The level and scale of change is significant at present with internal and external factors including forthcoming banking industry developments.

Postings

Posting will be made in merit order by location, this will be based on the geographical requirement at the time. A reserve list may be held for a period of 6 months from which further appointments can be made. Reserve list candidates will be posted in merit order by location. Successful candidates will be posted to a specific role and will have the opportunity to express a preference as part of the selection process, although final decisions may come down to business need, and the skills and development needs of candidates. Standard promotion rules will apply, and successful candidates will be placed on the pay scale and terms and conditions of DWP. The role available may be based in:

  • Blackpool – Peel Park, Brunel Way, FY4 5ES.
  • Leeds – Quarry House, Quarry Hill, West Yorkshire, LS2 7UA.
  • Manchester – 2 St Peter’s Square, M2 3AA.
  • Newcastle – Benton Park View, NE98 1YX.
  • Sheffield – Hartshead Square, South Yorkshire, S1 2FD.

Some travel may be required.

Job description

Successful candidate can expect to be involved in a range of the following activities in respect of (but are not limited to) the Departments payment contingencies:

  • Undertake requirements gathering – validation and sign off, ensuring that the needs of the key stakeholders are articulated.
  • Process modelling – determine the requirement for and develop, coordinate and agree sign off of the “as is” and “to-be” business processes.
  • Impact analysis – lead on ensuring that the potential consequences of change are correctly identified, that stakeholders have been identified and are part of the overall process.
  • Stakeholder management and engagement – coordinate stakeholder analysis and communications and ensure that ongoing relationships are maintained.
  • Facilitation – liaise with business owners, business architects, change and technical teams to identify solutions.
  • System analysis and testing – undertake analysis and testing to ensure business needs are translated into solutions against identified timelines and work with Digital to ensure the business needs are translated into technical solutions.
  • Traceability – manage the delivery of change against a fully auditable process.
  • Business improvement – business readiness and the identification of enhancement and solutions to ensure defined project benefits are delivered.
  • Annual Testing – Lead the annual testing of the Departments payment contingencies.
  • Manage priorities, issues and risks, resolving conflict quickly and effectively.
  • Providing advice to and supporting Finance Group senior management.
  • Possible future management of HEO Business Analysts.

Hybrid working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

Please be aware that this role can only be worked in the UK and not overseas.

Person specification

The candidate will meet the following Essential Criteria:

  • Lead Criteria: Experience of working on high profile changes, identifying risk and conflicting priorities in a project environment.
  • An understanding of Agile and Waterfall project management.
  • Experience of developing requirements from either a technical or business perspective.
  • Experience of Software testing or Software quality assurance.
  • Experience of stakeholder analysis and engagement demonstrating sound interpersonal skills and a proven ability to collaborate and communicate effectively.
