It achieves these objectives by working to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, trust in government and democracy, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens.Within GOV, the Governance Indicators and Performance Division (GOV/GIP) develops, gathers and disseminates governance statistics to monitor the performance of governments and to better understand the contribution of governance to development and inclusive societies. The Division is responsible for the publication , its regional editions, and the .Job DescriptionThe GIP Division is looking for a Policy Analyst to contribute to the GOV work on measuring the determinants of public trust and the results of public governance reforms in enhancing trust between citizens and governments in OECD and non-OECD countries. The selected candidate will work under the supervision of the Senior Economist.Main ResponsibilitiesPolicy research, drafting and analysis

• Undertake background research, including reviews of the academic and policy literature, preparation and implementation of interviews and qualitative and quantitative data analysis, on the main drivers of trust in selected OECD and non-OECD countries and draft chapters for the “Drivers of Trust” country studies.
• Conduct research, develop new insights, and propose tailored policy guidance for strengthening trust in specific policy areas.
• Undertake empirical research to identify the policy and contextual determinants of key dimensions of trust in public institutions.

Communication, liaison and representation

• Contribute to the development and effective management of projects and activities with countries in the areas of measuring drivers of public trust and performance of public services.
• Conceive, plan and conduct information-gathering and capacity-building activities (e.g. workshops and seminars) on core and emerging topics to a variety of audiences (policy analysts and senior public officials).
• Contribute to the production and dissemination of analytical papers, reports, and key findings, in an effective and innovative way, ensuring quality control and accessibility for relevant audiences.
• Develop a strong network with other divisions of the OECD, officials in member and non-member country administrations, National Statistical offices, other international organisations, non-governmental organisations and academics in the wider research community to drive forward the measurement and policy agenda on trust.
• Support the planning and implementation of the Division’s Programme of Work, including contributing to preparations for meetings for the Global Trust Survey project.
• Stay abreast of public trust issues as well as in the broader public governance field and ensure, as appropriate, the Directorate’s involvement in OECD wide initiatives.

QualificationsIdeal Candidate ProfileAcademic Background

• An advanced university degree or equivalent qualification in economics, political science, public administration or a related field.

Professional Background

• A minimum of three years of professional experience in the research and analysis of public governance reforms and their impact on social and economic wellbeing at the national or international level, ideally in a national administration, international organisation or an academic research institution.
• Proven experience in developing, negotiating and managing complex projects that require liaising with relevant internal and external stakeholders and presenting their work in a compelling way.
• Excellent drafting skills and a capacity to produce high-quality analytical and policy oriented work and draft clear and concise reports.
• Demonstrated capacity to work strategically and creatively, as part of a multicultural team.
• Proven experience in statistical quantitative analysis, data visualization, design and implementation of expert and population surveys would be an advantage.

• Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

• 13- month-fixed term appointment, with the possibility of renewal.
