  • Serve as a national expert on the U.S. Department of Transportation’s Disadvantaged Business Enterprise (DBE) program as it applies to public transportation.
  • Develop policies, guidance, regulations, and other authorities to support and advance civil rights implementation.
  • Resolve compliance issues through expert advice, communication, and negotiation strategies.
  • Analyze trends within FTA’s oversight program and public transportation operations that intersect with civil rights and develop solutions to identified challenges.
  • Use qualitative and quantitative techniques to evaluate the effectiveness and efficiency of program operations in meeting goals and objectives.
  • Represent FTA on external workgroups, at conferences and other high-profile events, and communicate complex, technical civil rights information tailored to meet the audience’s needs and advance agency objectives.

The ideal candidate is an experienced professional in the area of federal civil rights policy related to public transit who can proactively anticipate and resolve policy issues and has excellent problem-solving, analytical, and communication skills.NOTE: If selected to interview for this position, candidates will participate in a structured interview process and will be given a topic to use to draft a writing sample.RequirementsConditions of Employment

QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience analyzing and applying civil rights requirements involving public transit.
  • Experience formulating and drafting policies, guidance, and/or regulations.
