You will be responsible for the delivery of property and facility management services across the National Capital Region, coordinating and managing multiple related projects, tenant management and ongoing operations support.   • Responsible for the coordinated management of multiple facilities, ongoing property operations support and related projects, across the National Capital Region Program. Works Serco’s project team to monitor cost, schedule, and technical performance of operations and projects, while working to ensure the ultimate success of the program.
  • Generally responsible for determining and coordinating the sharing of resources among their constituent Sections and projects to the overall benefit of the program. Responsible for stakeholder management, including customer and tenant management, indigenous partners, and other stakeholders external to the organization.
  • Responsible for developing, implementing and managing the Real Property and Facility Management program overseeing all National Capital Region sites.
  • Accountable to provide organizational leadership through developing, implementing and managing annual business plans to meet contract requirements for assigned sections. Responsible for ensuring delivery of indigenous and social value commitments as part of contract delivery requirements.
  • Ensure compliance with all Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco Management System, PDR’s, Purchasing, Security, Risk Management, etc.
  • Help our customer deliver vital services more efficiently, while increasing the satisfaction of the end users.
  • Manage transition activities, contract and scope clarifications, liaise with team members and partners in preparing and executing transition plans leading up to FOC.

Primary Duties and Responsibilities:

  • Responsible to oversee, plan, organize, direct and control the implementation of contracted services and operations for our client at all facility sites.
  • Authority in line with financial approval framework, including budgeting, KPI reporting and input into annual operating and capital budgets.
  • Oversee all Real Property and Facilities Management for all sites.
  • Direct subordinate Managers and employees in performance of Site and Section tasks and responsibilities.
  • Ensure all deliverables and other reports are completed accurately and on time to Serco corporate and client.
  • Ensure that standards for the accomplishment of short-term priorities are clearly articulated and that resources are made available to achieve the standard.
  • Track the success of major initiatives and make mid-course corrections.
  • Visibly demonstrate Serco Values and work practices and ensure that all staff across the organization are practicing these Values daily.
  • Maintain strong working relationships with key external stakeholders and suppliers.
  • Accountable for delivering optimal site results within appropriate performance metrics including quality, quantity, timeliness, productivity, customer satisfaction, and financial performance.
  • Accountable for developing, implementing, and managing to business plan and delivering the agreed outcomes.
  • Accountable for selecting, developing, and managing a high-performance team of employees to achieve expected outcomes. This includes delegating appropriate deliverables to subordinate staff and direct reports and holding them accountable for delivery with formal and informal performance reviews and management tools.
  • Accountable for collaboration in a multi-stakeholder environment, including corporate groups and functions.
  • Accountable for ensuring that Serco’s interests are represented in joint partnerships or ventures.
  • Responsible for performance management of direct reports, subordinates, and employees, including authority to hire, initiate corrective action, terminate subordinate staff in line with HR approval model.
  • Integrate Health, Safety and Environment (HSE) policies within the program. Ensuring compliance with safety and security protocols.
  • Ensure Quality Assurance Plans aligns with the Quality process on reporting KPIs.
  • Communicate plans and planned interruptions of service.
  • Other related duties relevant to this position as may be required.

Qualifications :To be successful in this role you will have:

  • Minimum 10-15 years’ experience in a Program Management or Real property/facility management role, meeting or exceeding critical KPI’s, and/or ISO delivery, best practices.
  • Engineering or Business degree or a combination of education and experience.
  • Possession of or the ability to hold a Secret Security Clearance with the Government of Canada
  • Experience managing financial scope and schedule of projects and change order management.
  • Excellent interpersonal and organizational skills including.
  • Ability to adapt to, and work effectively within, a variety of situations, and with various individuals or groups
  • Appropriate experience, at senior levels, within a highly competitive and commercial environment with a prevailing culture of business development, growth, and delivery on projects and customer service levels.
  • Experience at operating at Board/C Suite levels.
  • Experience of leading and developing major operations, with a strong service and assurance focus.
  • Experience must show a progression of business leadership and responsibility.
  • Must possess excellent verbal communications and writing skills, with experience leading not only operations staff, but also cross-functional business teams.
  • Strong project management skills with the ability to work on and track multiple projects simultaneously. Proven track record of leading a business unit and/or serving government customers in a multi-stakeholder environment.
