Org. Setting and Reporting
This position is located in the Regional Section for Latin America and the Caribbean (RSLAC), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), in Vienna. The Programme Assistant will work under the direct supervision of the Chief of the Section. The incumbent will also work in close consultation with relevant staff in the Section and at the UNODC Regional/Country Offices.
Responsibilities
The incumbent will be responsible for the following duties:
- Assist in the coordination of programme/project planning and preparation work for, the programme/project initiatives; monitor status of programme/project proposals and receipt of relevant documentation for review and approval.
- Initiate, review, process and follow up on actions related to the administration of the unit’s human resource activities, e.g. recruitment of staff and consultants, placement, relocation, performance appraisal, job classification reviews, separation of staff members and training, ensuring consistency in the application of UN rules and procedures.
- Review project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distribute project documents to relevant parties upon approval.
- Compile, summarize, and present basic information/data on specific programmes/project and related topics or issues; review budget revisions; verify availability of funds; ensure necessary approval and entry in computerized budget system.
- Serve as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
- Compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, etc., and bring to the attention of management.
- Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assist with visualizations and updating information material such as web pages or brochures.
- Perform other work-related duties as required.
Education
- High school diploma or equivalent. Supplementary training/education in accounting, administration is desirable. Supplementary training/education in computer applications and databases is desirable.

Work Experience
- A minimum of five years of work experience in programme or project administration, technical cooperation or related area (or five years in combination with a first-level university degree (Bachelor’s degree or equivalent)) is required. Experience in working with ERP based systems is required. Familiarity/experience with SAP/Umoja or similar business process system is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish, is required. Knowledge of other official United Nations languages is an advantage.
