This position is located in the Cyber and New Technologies Unit at the United Nations Counter-Terrorism Centre (UNCCT) of the Office of Counter-Terrorism (OCT) at the regional OCT office in Budapest. The incumbent will report to a head of unit. The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017.
The Office has five main functions:
- provide leadership on the General Assembly counter-terrorism mandates across the United Nations System;
- enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy;
- strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States;
- improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and
- ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.
Cyber and New Technologies Unit is located with the UNCCT and is implementing a Global Counter-Terrorism Programme on Cybersecurity and New Technologies to support Member States, international and regional organizations and the United Nations entities in:
- developing knowledge and raising awareness of challenges and opportunities related to new technologies in countering terrorism. (New technologies are understood as the Internet and information and communication technologies, such as artificial intelligence, machine learnings, data analytics, other algorithmic technologies, virtual assets, dark web, social media platforms, digital forensics, facial recognition and cybersecurity technologies.)
- enhancing skills and capacities required to develop and implement effective national counter-terrorism policy responses to the challenges and opportunities of new technologies.
- preventing, mitigating and responding to terrorist and violent extremist groups’ misuse of new technologies like the Internet and AI to attack critical infrastructure; and in
- countering and investigating terrorist activities by gathering digital forensic evidence and through the use of new technologies. The Programme reinforces human rights compliance and mainstreams gender in all of activities, to ensure that Member States’ counter-terrorism measures are in full respect of human rights and the rule of law in their counter-terrorism measures.
Responsibilities
Within delegated authority under the Global Counter-Terrorism Programme on Cybersecurity and New Technologies, the Programme Officer will be responsible for the following duties:
- Participates in the development, implementation and evaluation of assigned projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and training.
- Researches, analyzes and presents information on challenges and opportunities of new technologies for counter-terrorism and cybersecurity gathered from diverse sources.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; organizes and conducts training workshops, seminars, contributes to the development of training curriculum; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
Education
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience in managing capacity-building projects on countering the use of new technologies for terrorist purposes is required. Experience in managing European Union funded counter-terrorism projects is desirable. Experience working in an international organization is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
