Context:

IOM’s Internally Displaced Persons (IDP) Registration activities provide data to the humanitarian partners for targeting and aid distribution in places where national personnel data management systems are unavailable. It has been observed that a systematic registration for emergency response will increase accountability to beneficiaries and donors by ensuring aid reaches intended beneficiaries, especially from a medium- or longer-term point of view. Moreover, a coordinated registration for humanitarian response at the interagency level is the precursor to reap the benefit of the “Integrated Response,” where conducting a single registration with required data points across all sectors and establishing a safe, secure, and effective data exchange among the partners will facilitate the effective humanitarian response.

Given the sensitivity and risk associated with registration data, along with high operational demands and the need for timely technical support, it is crucial to develop more coordinated and systematic approaches. These approaches should ensure that the benefits of registration outweigh the risks in every operation, that experts conduct thorough contextual analysis, and that the highest level of safeguards are in place through proper data governance and security. This should be done while also ensuring timely services to the affected population.

IOM is committed to contributing to building an Interoperable Data Ecosystem that will support the safe, secure, and effective use of beneficiaries’ personal data to ensure efficiency, effectiveness, and accountability during the humanitarian response.

Therefore, IOM will work with partners in developing a standardized approach for registration and data sharing across the response while considering the different legal statuses of all partners operating in the humanitarian response, their varying data protection and data governance policies, and their mandates in the humanitarian response. A federated approach brings partners together to implement a unified registration system and provide safe and secure access to data based on their roles through interoperable systems.

Under the overall supervision of the Deputy Regional Director for Operations, RO Nairobi and direct supervision of the Regional Thematic Specialist (Humanitarian Response and Recovery), and in close coordination with the Headquarters-based IDP Registration Officer, relevant Divisions/Departments/Units at Headquarters (HQ), the Programme Officer (IDP) will be responsible for managing, coordinating and overseeing the activities of the Interoperable Registration Program in the Nairobi Regional Office.

The Programme Officer (IDP Registration) will be responsible for developing a coordinated approach to registration activities in the region and providing technical support for the operations to ensure safe, secure, and effective registration processes for humanitarian response.

Core Functions / Responsibilities:

  1. Oversee the effective development and implementation of the Interoperable Registration Program by exercising administrative, operational and financial management responsibility for relevant projects.
  2. Provide operational management, guidance and technical supervision to Interoperable Registration Program national and international staff in relevant country offices, assisting on programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
  3. Establish, maintain and further expand strong relationships across UN Agencies, humanitarian organizations, government and community interlocutors, and with a broad range of other local interests toward the successful implementation of the Interoperable Registration Program.
  4. Identify the priorities arose during the implementation of the Programme and coordinate the design and contribute to the development of the new projects under the Programme and activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with relevant COMs, relevant units in the Regional Office and HQ, as well as with Government counterparts and other relevant public/private sector’s partner organizations.
  5. Ensure that the key programmatic directions are shared with international stakeholders, including donors, to maximize impact, minimize overlapping and stimulate funds mobilization for the new programmes.
  6. Ensure timely and quality preparation and submission of all programme reports, in close coordination with the IDP registration unit in HQ and relevant COs according to requirements of IOM, donors and relevant stakeholders.
  7. Coordinate and manage the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders, by ensuring compliance with donor requirements and procedures.
  8. Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer of the RO.
  9. Ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donor’s contractual requirements, interests and expectations.
  10. Oversee the production of visibility/communications materials in close coordination with Public Information Officer/Focal Point of the RO.
  11. Guide, monitor and follow-up with relevant staff in support of relevant CO’s strategic inputs and key decisions, including substantively contributing to the CO’s development of the country programme.
  12. Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international and national level.
  13. Supervise and provide technical support to all relevant Programme staff. Mentor and support staff, conduct relevant trainings and ensure the capacity building of Programme staff.
  14. Coordinate the development, dissemination and regular update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for Programme activities, if required.
  15. Oversee the development and maintenance of data collection and analysis mechanisms for IOM’s ongoing or new programmes and share relevant information with partners within the humanitarian community.
  16. Undertake travel duties nationally or internationally, as required, including the regular visits to Sub-Offices, to coordinate, develop and/or support programme implementation.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science, Information Technology, Software Development or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in coordinating or managing projects both at country and regional levels is required;
  • Experience working on coordinating multi-stakeholder programmes with UN agencies, Government counterparts, INGOs, NGOs, consortiums etc. is required;
  • Experience in programme development and capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; and,
  • Experience in organizing consultations, workshops and seminars with high level stakeholders.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming;
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues in the country and in the region;
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;
  • Excellent leadership, coordination, and information management skills;
  • Detailed knowledge of the UN System, NGOs and other international organizations/institutions;
  • Knowledge of migration data, labour migration patterns in the East and Horn of Africa and ability to negotiate with government authorities;
  • Good knowledge of human and financial resources management;
  • Strong conceptualization, analytical and writing skills;
  • Strong communication, organizational and interpersonal relationship skills;
  • Ability to meet deadlines and work under pressure with minimum supervision; and,
  • Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written).
