Job DescriptionReporting to the Waterfront Project Director, the Project Manager will lead and facilitate key City of Toronto waterfront renewal projects, both within and outside the designated waterfront area, to ensure Council’s public objectives are achieved. Primary responsibilities will include:Major Responsibilities

  • Works closely with the Director, Chief Planner, Deputy City Manager and senior officials in City Planning and other City Divisions and Agencies to manage complex multi-agency initiatives related to waterfront revitalization, including governance, planning, infrastructure development, finance, environmental management and project implementation
  • Negotiates and manages interagency operating and service agreements, memoranda of understanding, legal agreements and legislation, in coordination with City Legal and other divisions
  • Develops and implements detailed plans, master plans, environmental assessments, risk management plans and audits, and recommends the creation of strategic policy, practices and protocols in accordance with the Official Plan, Central Waterfront Secondary Plan and other policies
  • Anticipates and analyzes organizational impacts of emerging waterfront programs and activities; recommends and coordinates innovative corporate solutions using conflict resolution and negotiation skills, to successfully manage sensitive and controversial matters
  • Retains and manages external consultants on project-specific assignments and studies, developing and overseeing the preparation of purchasing documents (RFQs, RFPs), valuation of proposals and coordination of consultant work, ensuring timely delivery of services and value for money
  • Project manages information and action requests from Council, including preparing Council reports and briefing materials on funding, business and infrastructure planning, financial and contract management, land valuation, governance, legislative compliance, legal agreements and other related matters
  • Represents the City of Toronto in a professional manner and advocates the corporation’s values, principles and objectives in a variety of forums, including community and stakeholder meetings, and resolves jurisdictional matters with Waterfront Toronto, City Divisions, Agencies, Boards and Commissions, provincial and federal governments, task forces and steering committees
  • Creates and manages interdisciplinary and interagency teams and consultation processes to expedite the delivery of waterfront projects while addressing political, community, business and other stakeholder interests
  • Assists in managing, hiring, motivating and training unit staff, ensuring effective team work, high standards of organizational performance, continuous learning and innovation
  • Ensures compliance of Waterfront Toronto programs with City budget, policies, plans, joint agreements and protocols, including Contribution Agreements with other orders of government
  • Develops, recommends and administers the annual capital and operating budgets as well as project budgets, ensuring expenditure control
  • Leads the analysis and verification of program costs on behalf of all government partners in compliance with Memoranda of Understanding, the TWRC Act and the City of Toronto Act; reviews and monitors funding transfers and identifies quantitative and qualitative factors in Waterfront Toronto service levels, including progress on achieving deliverables
  • Leads the development of strategic and innovative approaches to sound financial planning, including financial reporting and land management protocols, and negotiation of tri-government project funding
  • Coordinates the City’s issues management, communications and public consultation processes with waterfront partners in accordance with established communications and reporting protocols
  • Represents and supports the Director at conferences, and interagency, intergovernmental, senior staff and steering committee meetings
  • Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government

Key Qualifcations

  • Post-secondary education in a professional discipline pertinent to the job function, including areas such as planning, engineering, business, finance, economics, accounting, combined with relevant project management experience, or an equivalent combination of education and experience.
  • Extensive experience delivering complex planning projects, from inception to implementation with minimal direction
  • Extensive experience with research methodologies and long range broad-based policy formulation.
  • Extensive experience working with internal and external stakeholders, while balancing political and community interests.
  • Ability to use critical thinking and analysis to develop creative solutions to complex problems.
  • Excellent verbal and written communication skills, with an ability to communicate with a broad range of internal and external stakeholders, senior management and political representatives.
  • Demonstrated proficiency in conflict resolution in complex, multi-stakeholder situations.
  • A strong commitment to city building, including the ability to lead change, be flexible, responsive, critical and innovative.
  • Ability to lead issues related to brownfield management and redevelopment, and environmental assessment processes.
  • Knowledge of legislative and contractual obligations and related corporate policies, including expertise in City operating and capital budgets, purchasing, financial planning, and contract management policies and procedures.
  • Familiarity with key Ontario statutes, such as the Occupational Health and Safety Act.
