Job Description:Alliance Green Services (business division of ArcelorMittal Downstream Solutions) provides specialized services to the steel industry focused on innovation to create value, increase safety and lower environmental impact. AGS has the experience, technology and commitment to bring change to an industry with increasing pressure on carbon footprint and valorization of residual wastes.As Purchasing Manager Europe, located in France, you will play a key role in defining and implementing our company’s purchasing strategy in this strategic region. You will manage supplier relations, optimize costs and ensure the compliance of our procurement processes.Your main responsibilities : * Definition of purchasing strategy
- Maintain an economic and technological watch to keep abreast of market developments.
- Understand the company’s general strategy and the objectives defined by the Director, and implement the company’s purchasing policy in terms of cost, quality and volume.
- Analyze the needs of the company’s business departments and translate them into quantitative and qualitative objectives.
2. Negotiation
- Monitor ongoing negotiations and calls for tender.
- Take direct charge of all negotiations for certain particularly important product or service families.
- Intervene at the end of negotiations to finalize or select a supplier in response to calls for tender.
- Negotiate framework agreements with suppliers or service providers.
- Draft or approve contracts and framework agreements, with the help of the Legal Department.
3. Sourcing supervision and supplier panel evaluation
- Optimize purchasing sourcing by constantly auditing the supplier panel, in line with the objectives set by the Purchasing Director.
- Study and define the supplier referencing program.
- If necessary, set up a rating system and map the supplier base.
- Supervise supplier database management.
- Implement projects to automate calls for tender and their contractual processing (e-sourcing).
- Integrate all these actions into a global supplier relationship management (SRM) project.
- Ensure that negotiated contractual conditions are met, and arbitrate in the event of disputes.
- Intervene in the event of serious disputes with suppliers and/or non-compliance with terms and conditions, with the support of the company’s legal department.
4. Communication and reporting
- Monitor purchasing budgets and ensure general reporting to the purchasing department and the company’s business divisions.
- Ensure communication with the company’s business departments to promote the integration of purchasing and suppliers.
- Monitor performance indicators, both quantitative and qualitative, in order to measure the satisfaction of the company’s business units.
- Analyze and present trends in the main market indices (cost drivers, energy, inflation, transport, etc.) which have an impact on purchasing conditions to management.
Your profile :
- BAC+5 in purchasing management, international trade or equivalent.
- 5 to 10 years’ experience in a similar position, ideally on an international scale.
Your technical skills :
- Expertise in the products in your portfolio
- Good knowledge of production constraints and company equipment
- Knowledge of suppliers and supplier identification databases
- Knowledge of import/export constraints and procedures: customs, documentary credits, transport, insurance, etc.
- Mastery of negotiation techniques and consultation methods
- Legal knowledge to understand the regulatory constraints to which the company is subject
- Excellent command of English and good command of another language if required
- Good command of IT tools, in particular ERP/software used by the company
- Excellent knowledge of the entire purchasing process and of the logistics and supply chain
- Good knowledge of the product transformation chain and manufacturing techniques
- Mastery of the quality approach, and in particular of AQF procedures
- Very good level of English, as a large proportion of suppliers are based abroad
- Cultural knowledge of the geographical zones in which suppliers are located, and of the suppliers present in these zones
- Good IT culture, to integrate projects into the company’s IS project
- Good knowledge of e-sourcing and marketplace software offerings
