We value our high quality of life and promote a clean, green, beautiful, and healthy community that provides economic opportunity, respects diversity, and provides affordable and safe neighbourhoods that are accessible to all.The City of Thunder Bay is a place where art, culture and nature come together!Watch this video to learn more about our City at:Job Description:POSITION SUMMARY: Under the general direction of the Manager – Compliance & Quality Control, develops and coordinates the implementation of corrective actions and the quality management system, supervisor and employee training programs; provides education, implementation and oversight of the Safe Drinking Water Act and other Wastewater legislation, and Drinking Water Quality Management Standard requirements throughout the Corporation; works in conjunction with corporate supervisors, Engineers and external contractors to meet divisional water and wastewater requirements. Performs the duties of an alternate Quality Management System representative as defined in the City of Thunder Bay’s Operational Plan.MAJOR RESPONSIBILITIES:

  • Provides oversight of the Drinking Water Quality Management Standard (DWQMS) and Wastewater Environmental Compliance Approval (ECA) to ensure compliance with all applicable safety legislation, regulations, and standards.
  • Monitors new legislation as it relates to Water and Wastewater standards and practices; communicates, trains, and implements changes to Plans and Procedures as required.
  • Oversees the Quality Management System (QMS) Corrective and Preventative Action process.
  • Oversees the QMS Risk Identification and Risk Assessment process.
  • Administers the annual Emergency Testing process.
  • Oversees the Municipal Drinking Water License (MDWL) Compliance related to contractor legislative requirements for Capital Projects and Development Projects.
  • Provides Operations field support and performs site reviews and spot audits to ensure regulatory compliance.
  • Provides Capital Project, Development Project and Return-to-Service design review and documentation review support for regulatory compliance.
  • Conducts, participates in, and/or reviews non-compliance incidents and other non-conformance concerns involving employees, contractors and/or the Ministry of Environment, Conservation and Parks (MECP) and /or other regulatory agencies; and provides recommendations to prevent future incidents.
  • Acts as a liaison and a resource person to the Environment and Engineering divisions for regulatory compliance support.
  • Plans, develops, coordinates, and facilitates a wide range of health and safety, operational and regulatory training programs for the Environment and Engineering divisions; assists in providing orientation to new employees.
  • Collaborates in the development and maintenance of comprehensive Standard Operating Procedures (SOPs), ensuring that the required information is readily accessible to staff.
  • Collaborates with Division supervisors, Human Resources, and the Corporate Safety Specialist to assess future training needs; develops and recommends future training strategies to complement Divisional goals, objectives, and regulatory requirements, as assigned.
  • Oversees the development, maintenance, and training of Operational Plan.
  • Participates in divisional leadership team meetings on an as-needed basis to report and provide guidance on compliance and regulatory issues.
  • Audits the Operational Plan to provide objective evidence of conformance to and continuous improvement of the documented DWQMS or ECA, as assigned.
  • Manages the successful completion of required training courses by staff; prepares evaluation reports on staff licensing, qualifications, and certification results, as assigned.
  • Provides technical guidance and support on matters related to contract service negotiations with training providers; ensuring course deliverables meet legislative requirements; identifying new training partnership opportunities; certification/training records; legislated reporting and documentation requirements relating to staff training and certification.
  • Participates as a member of the Division’s leadership team, providing input on division planning and strategic initiatives; participates on project teams, as assigned.
  • Prepares educational reviews for operational staff in accordance with regulatory requirements, as assigned.
  • Participates in the hiring and training process for divisional staff.
  • Prepares and monitors annual training budget, taking corrective action to ensure budget compliance; assists in the development of Division budgets, and identifies efficiencies and opportunities for optimization.
  • Represents the Division as a designated alternate QMS representative.
  • Performs the duties of the Quality Control & Training Coordinator, as required.
  • Acts for the Manager of Compliance and Quality Control, as required.
  • Performs such other related duties as may be assigned.

QUALIFICATIONS:Education/Experience:

  • Degree in science, engineering, environmental/technical studies, along with five years’ experience in regulatory compliance, quality assurance/quality control, and training; or
  • Diploma in engineering, science, environmental/technical studies, or a related field of study along with seven years’ experience in regulatory compliance, quality assurance/quality control, and training.
  • Experience in quality management systems and auditing.
  • Experience in designing and implementing training programs.
  • Experience in working in Water and/or Wastewater industries (operations/maintenance experience preferred).
  • Experience working in a unionized environment.

Skills/Abilities:

  • Highly self-motivated and directed.
  • Demonstrated experience working with internal clients to identify needs and recommend health and safety, operational, and compliance strategies.
  • Superior ability to communicate effectively and concisely, both orally and in writing, with the ability to make presentations and deliver training to a variety of audiences.
  • Superior ability to establish and maintain effective relationships with Administration, Union executives, superiors, co-workers, employees, and the public.
  • Strong research, project/time management, analytical/critical thinking, problem-solving, and decision-making skills.
  • Ability to function and contribute as an effective team member and to work independently.
  • Ability to complete inspections and investigations, which may involve working in construction zones.
  • Ability to interpret a variety of legislation and explain complex issues and terminology.
  • Ability to analyse issues and make timely decisions in accordance with appropriate legislation and departmental needs.
  • Excellent observational skills.
  • Ability to effectively prioritize and execute tasks.
  • Ability to improve Divisional effectiveness and efficiency.
  • Must be proficient in the use of computers and current related software.
  • Must be at an intermediate skill level in word processing and spreadsheet software.
  • Competent within the meaning of the Occupational Health & Safety Act.

Assets:

  • QMS auditor certification would be an asset
  • Certificate of Competency for Water Treatment/Water Distribution (WT/WD) and licences for Wastewater Treatment/Wastewater Collection (WWT/WWC) as per the regulations of the Safe Drinking Water Act (SDWA) and the Ontario Water Resources Act (OWRA) would be an asset.
  • Train-the-trainer expertise.
  • Experience with database software.
  • Knowledge of the functions of City departments, outside boards, and local community groups.

CONDITIONS OF EMPLOYMENT:

  • Must possess and maintain a valid Ontario Class “G” driver’s licence.
  • Will be required to travel to various work locations and provide own transportation.
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC).
