ESD is one of 5 divisions under the Department of Children and Families (DCF) which is one of the largest departments (1000 employees) within the largest agency (Agency of Human Services) in the state of Vermont.ESD Leadership recognizes that the division’s biggest resource is our staff and is committed to continuously looking at ways to strengthen and support our workforce.This position is located in the Burlington district office which is known for teamwork, strong community partnerships and office comradery.The Role:Reach Up is one of ESD’s benefits programs. It provides financial assistance and coaching services for Vermont families meeting income eligibility criteria. The program’s mission is “Reach Up joins families on their journey to overcome obstacles, explore opportunities, improve their finances and reach their goals”. Considerable stress may be encountered in working with families in crisis, implementing mandated work activities in prescribed time frames and in potentially confrontational situations. Workload is usually heavy with a constant need for prompt accurate decisions. Incumbents must be able to work independently.Minimum QualificationsBachelor’s degree in a human services, education and training or workforce development field AND one (1) year or more of experience involving direct client contact delivering case management services, or interpreting and applying rules and guidelines to make decisions regarding eligibility for programs and benefits in the fields described above (such as social services, education or employment programs).ORAssociate’s degree in a human services, education and training or workforce development field AND three (3) years or more of experience involving direct client contact delivering case management services, or interpreting and applying rules and guidelines to make decisions regarding eligibility for programs and benefits in the fields described above (such as social services, education or employment programs).ORHigh School diploma or equivalent AND five (5) years or more of experience involving direct client contact delivering case management services, or interpreting and applying rules and guidelines to make decisions regarding eligibility for programs and benefits in the fields described above (such as social services, education or employment programs)OROne (1) year or more as a Benefits Programs Specialist with the State of Vermont.Total CompensationAs a State employee you are offered a great career opportunity, but it’s more than a paycheck.
