The RRF special program comprises two funds – Revolving Fund for Access to Vaccines (RF) and Strategic Fund for Public Health Supplies (SF). The special program is commissioned to facilitate cross-functional integration, collaboration, and optimization of processes and value[1]added services between the SF and RF to address new and evolving strategic and technical needs of Member States for vaccines and strategic public health supplies. The RF is a technical cooperation mechanism that ensures equitable access to safe, effective, and affordable vaccines through the pooling of vaccine demand from Member States.The SF is a technical cooperation mechanism to improve access to quality-assured, safe, effective, and affordable essential medicines and strategic public health supplies. The RF and SF provide technical cooperation to Member States throughout the supply chain and are central components of PAHO’s strategy to move towards Universal Health.

DESCRIPTION OF DUTIES

Under the general supervision of the Executive Manager, Special Program, Regional Revolving Funds (RRF) and the direct supervision of the Chief, Strategic Fund for Public Health Supplies (RRF/SF), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  • Develop and implement strategy to promote the Strategic Fund to Member States;
  • Coordinate the management of daily operations of the Strategic Fund to ensure the smooth and constant flow of public health supplies to Member States, including the review of product lists, pooling demand between participating countries, and ensuring liaison with countries in programming and forecasting of procurement. Formulate, elaborate and collaborate on the preparation of plans of action to improve and pro-actively manage the Strategic Fund;
  • Coordinate and co-lead inter-programmatic initiatives with cross-functional departments, implementation partners and Member States to execute upon regional and national programs that improves the access, affordability and availability of quality-assured health technologies through sustainable technical cooperation and capacity building to Member States;
  • Coordinate and implement actions to strengthen Member States’ capacity to perform quantification, forecasting of future demands and improve efficiencies in the entire procurement cycle for products procured through the Strategic Fund;
  • Expand and develop cooperation between the Strategic Fund with bilateral and multilateral agencies, non-governmental organizations, sub-regional integration mechanisms, Member States and other partners to advance the interests and objectives of the Strategic Fund
  • Provide technical guidance through national and subregional workshops on the operational and technical framework of the PAHO Strategic Fund;
  • Oversee the elaboration and improvement of administrative procedures governing operations of the Strategic Fund; Developtechnical documents in procurement and supply management, and contribute to the biennial review of the Strategic Fund Operating Principles;
  • Advise technical programs of work on procurement and supply management in the Region of the Americas through the Strategic Fund and monitor their implementation;
  • Provide technical content for communication tools and reports to improve the availability of information for stakeholders in the Strategic Fund;
  • Develop and colead the continuous assessment and evaluation of the impact of the Strategic Fund, results achieved, and processes developed;
  • Represent the SF in the assessment of current practices within technical and administrative entities in Headquarters and Country Offices to improve efficiencies and improve service to Member States; develop recommendations and plans of actions for process enhancement;
  • Work collaboratively and innovatively with member states and cross-functional teams to support member states with supply issues related to Strategic Fund related products;
  • Advice and coordinate in market analysis (e.g. potential suppliers, product pipeline, global demand trends and procurement approaches) for medicines and public health supplies procured through the Strategic Fund for Member States;
  • Participate in the preparation of the Unit’s Biennial Work Plan (BWP), budget and technical evaluation reports;
  • Perform other related duties, as assigned

REQUIRED QUALIFICATIONS

Education:

  • Essential: A bachelor’s degree in pharmaceutical science, logistics, supply chain management, public health, international relations or in any other field related to the functions of the post and a master’s degree in a health science, pharmaceutical science, health economics, health policy or public finance management from a recognized institution.

Experience:

  • Essential: Nine years of combined national and international experience in the administration of programs and projects related to pharmaceutical and other health technologies, health policy, procurement and supply management of health commodities and/or health technology service delivery.
  • Desirable: Knowledge of health systems and/or pharmaceutical/health technology market dynamics in Latin America and the Caribbean would be an asset.

Languages:

  • Very good knowledge of Spanish or English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
