Under the direct supervision by Regional Coordinator for Nature Action Subprogramme in UNEP Asia and the Pacific Office and in close coordination with experts from UNEP and partners, the consultant is required to: provide technical support to the CCA focused on marine and coastal ecosystems in Indonesia, contribute to the development of a project proposal on Sustainable Blue Economy in Indonesia, and contribute to organization of capacity development activities on Sustainable Blue Economy in Indonesia and at the regional level. Performance indicators for evaluation of outputs. 1. Satisfactory completion of deliverables and receipt of quality outputs 2. Timely delivery and approvals of submitted deliverables
Duties and Responsibilities
- The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions.
- It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance. UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment. UNEP’s Initiative on ‘Sustainable Blue Economy’ aims to assist countries tackle complex economic and social drivers impacting coastal and marine areas to ensure their long-term resilience and sustainable development.
- Working with countries, Regional Seas and many partners, the initiative focuses on providing a ‘decision-support & enabling framework’ to develop and implement environmental sustainable blue economy polices and strategies to unlock investments and actions ensuring the sound use of marine and coastal ecosystems and their many services. Thereby, the initiative facilitates sustainable economic and social development within planetary boundaries of our oceans – ensuring poverty eradication, food security, health, jobs, coastal protection and carbon storage as prerequisites for human well-being and climate resilience into the future. There is growing interest among countries in Asia and the Pacific region towards adopting the Sustainable Blue Economy approach. For example, the ASEAN Leaders’ Declaration on the Blue Economy was adopted at the ASEAN Leaders’ Meeting on 26 October 2021, which affirmed ASEAN’s commitment to talking the lead on regional cooperation in relation to the Blue Economy.
- Under the Declaration, ASEAN leaders also agreed to explore cooperation on the Blue Economy, including in enhancing understanding of the concept and approaches related to the Blue Economy, and welcomed ASEAN’s partners to support the development of the Blue Economy, and referred to the potential development of a regional action plan on the Blue Economy. Furthermore, the ASEAN Blue Economy Framework was adopted in 2023 during the 43rd ASEAN Summit, to further operationalize the common vision set out under the ASEAN Leaders’ Declaration on the Blue Economy and to serve as a guidance for on-the-ground implementation of Blue Economy-related initiatives.
- In Indonesia, under the overall coordination and leadership of the Ministry of National Development Planning (BAPPENAS) and in collaboration with partners, including the UN agencies, the Indonesia Blue Economy Roadmap 2025-2045 has been developed, to provide guidance for policies and programmes to strengthen the contribution of blue economy sectors in supporting Indonesia’s economic transformation towards achieving inclusive and sustainable development. UNEP, in close coordination with BAPPENAS, has supported the development of the Blue Economy Roadmap. Furthermore, UNEP has been actively engaged in the National Blue Agenda Actions Partnership (NBAAP), coordinated jointly by the United Nations in Indonesia (led by UN Resident Coordinator) and the Coordinating Ministry of Maritime and Investment Affairs of Indonesia. Specifically, UNEP, in collaboration with USAID, are co-chairing the pillar on Blue Health under NBAAP. Building on these efforts, UNEP is expected to continue to engage actively to coordinate and facilitate the efforts under the task force on Blue Health, in close collaboration with USAID and other partners.
- In this context, UNEP is invited to contribute to the Common Country Analysis (CCA) of Indonesia, with specific focus on marine and coastal ecosystems-related aspects. Furthermore, there is interest from the Government of Indonesia (BAPPENAS) in developing a project proposal focused on Sustainable Blue Economy, marine spatial planning and marine protected areas. Moreover, building on the previous support UNEP provided to countries in the Asia-Pacific region, UNEP will continue to engage in awareness raising and capacity development activities, to support countries on the Sustainable Blue Economy readiness assessment and Nature-based Solutions and Sustainable Blue Economy nexus. In this context, this consultancy is to support and contribute to the above-mentioned activities on the Sustainable Blue Economy in Indonesia as well as in the region.
- Specifically, the consultant will provide technical support to the work of the task force on Blue Health under the NBAAP in Indonesia as well as in the development of a project proposal in close coordination with BAPPENAS, provide inputs to the CCA with specific focus on marine and coastal ecosystems, as well as provide technical support to the organization of capacity building activities on the Sustainable Blue Economy in Indonesia and at the regional level.
Qualifications/special skills
- An advanced university degree in marine economy, ocean governance, marine affairs, marine law, or bachelor’s degree with 2 years of additional relevant work experience.
- At least 7 years of progressive experience in the area of environmental issues or areas that are relevant to the assignment under this consultancy required.
- Demonstrated experience in undertaking policy analysis and assessments required.
- Experience in Asia and the Pacific region is desirable.
- Working experience in Indonesia’s with Blue Economy issues is desirable.
- Experience in working with United Nations desirable.
- Experiences in participating in research projects at the national level desirable.
- Experiences in law and policymaking related to ocean governance desirable Other skills and knowledge
- Knowledge in the area of coastal and marine ecosystem management, Sustainable Blue Economy; and understanding of national and state contexts and stakeholders.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English, as well as Bahasa Indonesia is required. Knowledge of another official United Nations language is an advantage.
