Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.THE CONFERENCE, SECURITY AND INFRASTRUCTURE SERVICE (EXD/CSI)Within the OECD’s Executive Directorate (EXD), the Conference, Security and Infrastructure Service (EXD/CSI) is responsible in particular for the conference services, language services (interpretation and translation), safety and fire security of OECD staff, delegates and visitors and the management and operation of OECD buildings facilities in Paris and at OECD Centres abroad.Within the Conference and Security Division (EXD/CSI/CSD), the Security Unit is responsible for the operational protection of people, property and OECD information on a 24/7 basis, and supervises the control of all access to the headquarters and annex buildings. The Unit is the first line of response in the field of security.EXD/CSI/CSD is looking for a Security Systems Technician, who will be responsible for installing, monitoring the correct operation and upgrading the security systems and equipment used at the headquarters and the annexes, as well as providing specific assistance on projects involving access control and the supervision of outsourced services.The successful candidate will report to the Head of the Operational Section, and work closely with the other Security Units and with colleagues in other OECD Directorates as required.Job DescriptionManagement of security equipment:

  • Support the supervision and administration of video surveillance and access control application systems and associated databases.
  • Ensure the continued operation of all security equipment and solutions installed on the Organisation’s premises:
  • Single-entry gates and systems
  • Security gates
  • Radars and anti-intruder lasers
  • Pedestrian and vehicle badge readers
  • Biometric readers
  • Video surveillance, including intelligent video
  • Help to prepare the associated wiring diagrams.

Supporting technical projects:

  • Participate in drawing up technical and functional specifications.
  • Help analyse companies’ proposals and take part in the purchasing procedure.
  • Coordinate the implementation work and end-of-project deliveries.
  • Oversee the monitoring of maintenance services in collaboration with other team members.

In the absence of the dedicated network technician, manage the network infrastructures:

  • Ensure the continuity of security IT systems:
  • Servers
  • Operating stations
  • Network equipment, switches and routers
  • Video surveillance and access control application systems
  • Operating systems and databases.

QualificationsIdeal Candidate ProfileAcademic Background

  • Post-secondary qualification (university degree, advanced vocational diploma, or equivalent) would be an advantage.

Professional Background

  • A minimum of five years’ proven technical experience in the areas referred to above, and a proven ability to manage technical, IT and programming projects.
  • Management experience, including with subcontractors from outside companies.
  • Professional experience in a multicultural environment would be an advantage.

Tools

  • Excellent knowledge of TIL Technologies access control systems.
  • Excellent knowledge of GENETEC video surveillance systems.
  • Very good knowledge of the hardware and configuration of CISCO network equipment, the HP server range and Windows Server 2012/2016 systems.
  • Excellent knowledge of SQL databases.
  • Very good knowledge of SONY and AXIS video surveillance equipment.
  • Knowledge of STID and Mifare Desfire Ev2 technologies.
  • Excellent knowledge of WAGO equipment.
  • Very good knowledge of OTNET programming.
  • Very good knowledge of Microsoft.NET programming.
  • Very good knowledge of Autocad.
  • Excellent knowledge of the Microsoft Office suite.
  • Knowledge of ANSSI (French National Information Security Agency) best practices for security and video surveillance systems and networks.

Additional InformationLanguages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Given the operational nature of the post, a good level of French is essential.

  • Two-year fixed term appointment, with the possibility of renewal.
