Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. - Planning, analyzing and documenting the business and problem domain for various Metrolinx departments and business units by supporting product owners/project managers in preparing and grooming the product backlogs and getting acceptance from users and customers
- Guide the product owners and/or project managers to maximize the value of the products in the portfolio by defining their vision, managing the product backlogs, prioritizing their needs, anticipating client needs and evaluating the progress of product development
- Responsible for making and influencing viable decisions about product development and delivery
- Some product discovery activities using data analysis, assessments, prototypes, pilots and proof of concepts
- The planning and performance of all responsibilities independently and directly with clients and users
- The planning of the product development of projects with budgets up to $20M
- Optimizing the deployment of fiscal resources into transit assets through technology and delivering directly towards Metrolinx’s annual strategic goals and targets
What will I be doing?Functional/Technical
- Capture, analyze, summarize, document, verbalize and present the critical and key value items from product development plans to senior management team members in a manner that clearly defines the benefits of proposed resource deployments
- Develop a thorough understanding of all Metrolinx departments and business units’ goals, practices and processes to translate into goals and objectives for a project charter and user stories that define a product backlog, ensuring acceptance criteria is defined for each story
- Translates high-level, conceptual business strategies and objectives into user stories to guide design and development activities for project sponsors and product owners
- Partners in the development of strategies for the application of technology; leads or participates in the development of business cases
- Investigates organization functions and processes and proposes improvements through automation and making best use of technology to improve effectiveness and customer-service experience
- Works with users to develop key business metrics and performance measures to identify and gauge effectiveness of tools relative to strategies and goals
- Identifies and facilitates development of documentation for new and modified policies and procedures (e.g.: standard operating procedures (SOPs) ,workflows, transition to run documents) to ensure effective implementation of technology solutions for project sponsors and product owners
- Coordinates and supports user acceptance testing
- Identify gaps and makes recommendations for problem resolution
- Prepares or assists in defining functional and non-functional requirements
- Promotes the development of common standards and tools
Customer/Stakeholder
- Organizes dialogue and discussion between users and delivery team to assist with managing competing objectives through sustainable change.
- Plans business cases, understands scope limitations, and manages expectations during project implementation for project sponsors and product owners
- Represents the users to develop design with a customer-focus, especially during issues resolution
- Collaborates with diverse stakeholders to gather data needed for solid decision-making
Operational Excellence
- Proactively identifies opportunities and prepares plans for new technology/automation or streamlining of business processes and workflows for project sponsors and product owners
- Promotes innovation and encourages the adoption of best practices based on industry and business knowledge, while ensuring stability to operational integrity
- Identifies technology risks and potential impacts on business operations; performs readiness assessments
- Promotes a coherent corporate approach and structured methodologies to application delivery and project management
- Develops project documentation and implementation procedures to meet corporate and industry standards and enable intended benefits to be realized
- Educates others on system and data security concepts and techniques
- Operates in the lean-agile delivery model of continuous improvement and continuous delivery (CI/CD) for project delivery and product planning which means working with user stories, epics and story points, preparing and grooming product backlogs, sprints, scrums, daily stand-ups, retrospectives, demos, frequent feedback and a focus on delivering to budget and schedule.
Financial Stewardship
- Organizes procurement and investment decisions by recommending best solutions for business needs and identifying areas of waste or duplication for project sponsors and product owners
- Provides cost benefit analysis, total cost of ownership including capital and operational costs
People Leadership
- Provides subject matter expertise to non-IT business leaders, partners, and project team members to assist with data interpretation and provide commentary for decision-making
- Assists in operational rollout including user and support training and change management.
- Develops project plans and in the preparation of product delivery and release plans.
- Works well with both technical and non-technical resources.
- Acts like a product owner and thrives when empowered to take the lead, going above and beyond to deliver results.
- Promotes the concept of MVP (Most Valuable Product) and the MACH Alliance principles.
- Has very strong situational awareness and focus on continual improvement, empowerment and increasing transparency.
- Supports communication of daily/weekly status, risks (using Coleman grid), issues, roadblocks resolution & escalation
- Assists in facilitation of daily Scrum stand-ups, Scrum of Scrums and working/Steering meetings.
- Provides leadership, coaching, guidance and direction to team members.
- Promotes Metrolinx’s values and core competences, especially in dealings with external partners and in the handling of sensitive and confidential information.
What Skills and Qualifications Do I Need?EDUCATION:
- Degree in Computer Science, Information Systems, Engineering, Business/Process Improvement or a related discipline
- Certificate of Business Analysis or Agile from a recognized institute
EXPERIENCE:
- Demonstrated years working experience as a Business Analyst
- Preferably 5 years experience working in Agile Delivery, writing user stories and managing product backlogs
- Experience handling large complex, transformational projects as well as multiple simultaneous projects
- Experience in facilitation, conflict resolution, influencing, executive communications and stakeholder engagement and management
TECHNICAL:
- Experience with Jira and Confluence
- Cloud experience (Azure, AWS, etc.)
- Experience with computerized quantitative and analytical tools (e.g. data modeling, workflows, and business process analysis) and MS Office (Outlook, Word, Excel, Visio, PowerPoint, Project, etc.)
- Interpersonal, oral/written/presentation communications skills to document and present business needs, specifications, reports, project documents, and implementation plans
