The Senior Coordinator (NFO Support Hub) oversees the Support Hub, NFO, to ensure that the Hub efficiently services NFO to achieve its objectives. The Senior Coordinator (NFO Support Hub) supports directly the NFO Executive Management Team to coordinate administrative, budgetary and programming matters to respond swiftly to implementation, administrative, monitoring and operational requests.

Advice and technical expertise provided to the Division for the planning, development and implementation of programmes of work, projects and related services in accordance with the FAO Strategic Framework to ensure the smooth operation of the Division.

Key Functions:

  • Leads the development, implementation, and evaluation of assigned programmes/projects; directs review of relevant documents and reports; identifies priorities, problems, and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
  • Coordinates programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies.
  • Supervises preparation of various written outputs, e.g., background papers, analyses substantial sections of reports and studies, inputs to publications.
  • Directs substantive support to consultative and other meetings, as well as conferences, to include proposing agenda topics, identifying participants, and preparing documents and presentations.
  • Manages outreach activities; designs and conducts training workshops and seminars; makes presentations on assigned topics/activities.
  • Leads field missions, including provision of guidance to external consultants, government officials, and other parties.
  • Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased dialogue, and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders.

Specific Functions:

  • Provides substantive strategic advice to the Director, NFO, and the Senior Management Meetings on operational, administrative, and human resources-related issues; assists the Director, NFO, in carrying out leadership functions, managing priority- and goal-setting, and proposing solutions to improve quality, timeliness, and cost-effectiveness.
  • Oversees and coordinates the planning, monitoring, and regular reporting on NFO’s contribution to the FAO Strategic Framework, including the development and monitoring of the divisional Programme of Work and Budget (PWB) and related Programme Planning, Implementation Reporting, and Evaluation Support System (PIRES) work.
  • Coordinates the planning, monitoring, and regular update of the divisional extra-budgetary project portfolio and advises on strategic and operational coherence in approaches for efficient implementation; supports the Division by providing data and periodic financial statements to facilitate joint programming and delivery across teams and regular budgetary (RB) and trust fund (TF) portfolios.
  • Reviews current operational procedures and processes and makes recommendations for improvement.
  • Facilitates information sharing, including through Senior Management Meetings, on FAO procedures, tools, and manuals, to enhance efficiency and delivery; promotes and facilitates interactions and exchanges within the Division and fosters teamwork and communication among staff.
  • Leads administrative support for programme management at the divisional level, including, where applicable, the formulation of divisional procedures and coordination and consolidation of audit issues, evaluation actions, risk logs, and fraud prevention.
  • Provides overall advice on project cycle management and corporate rules related to resource mobilization.
  • Performs any other duties, as required.

Candidates Will Be Assessed Against The Following:

Minimum Requirements:

  • Advanced university degree in economics, business administration, forestry, agricultural sciences or related fields.
  • Ten years of relevant experience in project/programme planning and appraisal, as well as in the development of results-based management/monitoring systems.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills:

  • Work experience in more than one location or area of work, particularly in field positions, is essential.
  • Extent and relevance of experience in programme coordination.
  • Extent and relevance of experience in supporting a corporate/divisional level executive management within an intergovernmental organization.
  • Knowledge of results-based management methods and experience in their application.
