Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Operations Finance is looking for a resource to provide financially informed analytical support to specific assigned capital projects as well as the overall Operations Finance project portfolio. This is a senior role, and the candidate is expected to understand the financial and strategic impact of business processes, can recommend financial and accounting policies that adhere to accounting standards, be able to evaluate current and future business activities in terms of dependencies, risks, financial and strategic implications.Term: 13 monthsWorking under the direction of the Manager, Capital Cost Controls, Operations Finance the Senior Financial Analyst will consolidate financial budgets and forecasts related to capital costs, ensure integrity of financial data and compliance with budgetary controls, and analyze KPI and variance reports, assist with project budget requests, identify process improvement opportunities, and develop streamlining strategies to implement.What will I be doing?

  • Leads Fixed Assets Status Reviews to ensure accurate records of assets (assets capitalization, valuation, and disposals)
  • Engages business partners and complete Quarterly Fixed Assets Review per established schedule
  • Prepares budget tables for project funding requests
  • Participates in project kick-off meetings and provides guidance on cost capitalization to product owners and project managers
  • Validates and consolidates budget and forecast submissions
  • Supports both finance and internal clients and provides financial and strategic analyses, reports, commentaries, and financial modelling with focus on project capital costs. Performs project cost reconciliation.
  • Analyses variances between budgets/ forecasts and actual costs. Identifies budget shortages and prompts project managers/ product owners to request additional funding.
  • Confirms budget availability for commitment requests and validates contract cost capitalization
  • Ensures integrity of financial data and corrects posting errors in an expeditious manner
  • Initiates a project close-out and traces through completion
  • Performs month-end and year-end activities
  • Implement corporate financial and accounting policies, procedures and controls that adhere to legal, regulatory, and accounting standards
  • Develops training material on financial acumen and accounting policies for non finance business partners
  • Evaluates the implications of new processes, systems, and projects from a financial perspective, to include assessment of assumptions, limitations, cost benefit analysis, controls, and risks prior to implementation.
  • Creates and applies reporting templates and financial models, automates processes to ensure accuracy, improve efficiencies, and to meet corporate standards
  • Takes the lead in ad-hoc projects and analyses
  • Other duties as assigned

What Skills and Qualifications Do I Need?

  • Experience in providing subject matter expertise to non-finance business leaders, partners, and committee members, assisting in interpretation of financial data for decision-making and providing commentary
  • Experience in developing and presenting to executive team
  • Understands the financial and accounting impact of business processes to evaluate current and future business activities (e.g., audit, legal, and reporting requirements)
  • Experience in financial planning and analysis in a larger organization
  • Experience with general accounting, month-end and year-end procedures, accruals, and capital assets
  • Experience with interpreting complex financial and accounting policies and controlling compliance
  • Experience with ERP, Oracle, and financial planning and reporting systems.

Skills:

  • Strong strategic and analytical thinking skills
  • Ability to perform high quality work under tight timelines
  • Highly competent in the use of Microsoft Office, specifically Excel and PowerPoint
  • Ability to conduct or take part in financial investigations to ensure meeting or exceeding expectations
  • Ability to make recommendations for financial and strategic implication backed by data

Certification/ education:

  • University degree in Business, Finance, or related discipline.
  • Chartered Professional Accountant or other accounting designation or working towards the designation.
