Position Overview: Senior Intelligence Mission Analyst
Redhorse is seeking a highly experienced Senior Intelligence Mission Analyst to join our Mission Data, Analysis, and Development Group within the Innovation, Data, & Enterprise Assessment Office, Office of the Executive Director, Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). In this role, you will support senior-level Department of Defense (DoD) decision-making by conducting data-driven studies and assessments that directly influence investment, allocation, and employment of intelligence mission systems.
Your analytical expertise will help evaluate the performance and effectiveness of critical intelligence capabilities—including Signals Intelligence (SIGINT), Geospatial Intelligence (GEOINT), Open Source Intelligence (OSINT), Human Intelligence (HUMINT), etc.—contributing to national security efforts. The work location for this position is at the Pentagon in Arlington, VA.

Key Responsibilities

  • Data Collection and Analysis:
  • Data Gathering: Identify and collect intelligence and operational data from organizations and systems involved in military operations in designated theaters of interest.
  • Dataset Compilation: Assemble datasets reflecting operations during specified study periods, including historical data representative of current systems and employment practices.
  • Quantitative Analysis: Perform quantitative analysis on variables affecting performance differences, focusing on system capabilities, target behavior, infrastructure, environmental factors, and political constraints.
  • Analytic Tools: Utilize analytic and data science tools (e.g., Excel, Python, R, Tableau, ArcGIS) to assess mission effectiveness and inform executive-level leadership.
  • Stakeholder Engagement and Reporting:
  • Strategic Research: Understand military intelligence strategies and senior leader priorities to participate effectively in high-level decision-making forums.
  • Study Formulation: Develop and present high-impact study topics for government consideration based on key analysis questions.
  • Operational Observation: Conduct direct observations with joint and coalition forces to clarify mission context and identify relevant datasets.
  • Collaborative Reviews: Assist in government reviews with stakeholder organizations throughout study planning, analysis, and reporting phases.
  • Reporting: Produce study and analytic reports suitable for briefing and dissemination, using formats like PowerPoint and Word documents.
  • Briefings: Support government briefings to share findings with OUSD(I&S) leadership and other senior decision-makers within the DoD.
  • Strategic Recommendations:
  • Capability Improvement: Identify opportunities to enhance capabilities through changes in Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLPF), including Tactics, Techniques, and Procedures (TTPs).
  • Leverage Existing Analysis: Utilize existing analyses of system performance and effectiveness conducted by DoD organizations to inform recommendations.

Required Qualifications

  • Security Clearance: US citizen with TS/SCI US government clearance. Applicants who are not US Citizens and who do not have a current and active TS/SCI security clearance will not be considered for this role.
  • Experience: Minimum of 10 years of experience in the military or Intelligence Community with exposure to intelligence operations and capabilities.
  • Analytical Expertise: At least 8 years of experience in operations research or quantitative business/intelligence analysis, with proficiency in developing measures of effectiveness and using analytic and data science tools.
  • Presentation Skills: Minimum of 5 years of experience presenting complex strategic-level analysis results to General Officer/Flag Officer/Senior Executive Service (GO/FO/SES) leaders.
  • Education: Bachelor’s degree from an accredited college or university. 

Preferred Qualifications

  • Advanced Experience: 15 years of experience in the military or Intelligence Community with exposure to intelligence capabilities.
  • Leadership Experience: At least 3 years of experience leading teams in quantitative and qualitative data collection and analysis of large volumes of system performance data.
  • Policy and Oversight Experience: Minimum of 5 years working in an intelligence policy and oversight organization at the Office of the Secretary of Defense (OSD), Service Headquarters, Combatant Command, Combat Support Agency, or Intelligence Community level.
  • Adaptability: Ability to quickly learn and internalize new technical information and apply it within analytic frameworks and methodologies.
  • Education: Master’s degree in operations research, data science, business administration, or a STEM field.
