Job Description:Contract up to 12 MonthsMetrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Reporting to the Director, Rail Corridor Access & Control (RCAC), the Senior Manager, Access Planning Compliance will provide senior leadership support and guidance for the implementation and facilitation of activities for the Rail Corridor Access Planning Audit Program.This role may be required to visit operational or construction environments with possible exposure to disagreeable and/or difficult working conditions; may be required to be available to perform audits outside of regular office hours to maintain business relationships and address issues as they arise and Travel is required within Metrolinx territory to perform audit activities, attend meetings, and provide consultation.What will I be doing?

  • Acts as an expert/system authority to advise and manage Metrolinx compliance with standards, legislation rules, and regulations affecting operations and best practices, while protecting the organization’s financial and operating interests
  • Oversees, evaluates and leads the department through the creation and implementation of an audit program for compliance to ensure that all Construction and Maintenance within our Rail Network are operating as intended with the highest standards of safety and competence
  • Directs the implementation and ongoing monitoring of the RCAC Audit Program to enact processes for assessment of the adequacy and effectiveness of Enterprise Safety Management Systems
  • Leads the audits competence data/information for Safety Providers / contractor participants to ensure Metrolinx competency requirements have been met, monitors any impending shortfalls, such as annual audit processes
  • In partnership with leaders, leads external consultation, engagement and communication on plans and studies to further develop Metrolinx’s brand and corporate objectives and influence stakeholders on regional planning matters

What Skills and Qualifications Do I Need?

  • Completion of a degree in Safety, Compliance and Audits, Engineering or a related discipline – or a combination of education, training and experience deemed equivalent
  • Demonstrated years’ experience in safety assurance, operational risk assessment, regulatory compliance and/or accident investigation within the transportation field.
  • ISO 45001/ OHSAS 18001, CROR or ISO 9001 Lead Auditor Certification, Lead Auditor Certified Health and Safety Management System Auditor (CHSMSA) designation considered an asset.
