Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We have secured project approval and budget from our senior leadership team to modernize the Metrolinx Bus Fleet. With plans in place to shift the fleet portfolio to a mixture of Diesel, Electric and Hydrogen Powertrain-driven vehicles, we are seeking a Senior Manager, Asset Management, to ensure safe and reliable asset operations of both the current and upcoming next generation fleets. The ideal candidate will have extensive experience in Asset Management for Fleets in industries such as highway coach, heavy truck or logistics.What will I be doing?

  • Develops, owns and manages Asset Management Plans for the assigned bus fleets
  • Manages the Bus Fleet team of asset management specialists and analysts, organize and chair team meetings, perform workforce planning, vacation management, performance reviews, task assignments, and alignment with performance metrics
  • Responsible for the development, and support of, asset renewal investment strategies and State of Good Repair programs throughout the asset life cycle and compliance review of asset management activities
  • Oversee the asset lifecycle management discipline advising senior management on asset management and operational and maintenance risk matters for high capital value assets
  • Develop and maintain an Asset Risk Register based on the Asset Risk Framework to highlight top risks and address remedial actions
  • Interpret asset reliability and availability information used to drive evidence-based decisions that address fleet performance risk
  • Lead and influence team’s approach to Asset Management, with the goal of advancing asset management team maturity; implement improvement actions to achieve the target maturity level
  • Make informed decisions on fleet investment and renewal strategies based on whole life costing models, State of Good Repair Renewal Planning tools, and various other financial modeling tools
  • Assuring the correct interpretation and application of Reliability Availability Maintainability and Safety (RAMS) requirements, and acceptance criteria for the assigned rail fleet assets
  • Providing input on validation and compliance assurance for CAPEX and OPEX budget development and submission
  • Directly responsible for monitoring the performance of the assigned fleet, with specific attention to equipment failures; responds to evolving conditions by investigating failures, identifying failure modes, engineering solutions, and adapting maintenance practices as required to maintain ever-increasing service levels (continuous improvement)
  • Takes a leadership role in applying industry-leading maintenance strategies (for example Reliability-Centred Maintenance, RCM) and developing asset modifications and associated maintenance plans and procedures

What Skills and Qualifications Do I Need?

  • Proficient in asset class or system wide whole life cost model outputs, content, and compliance review of annual asset management plans for agency retained assets and outsourced asset management and maintenance contracts
  • Proficient in the planning and development of asset maintenance and condition monitoring programs and the oversight and evaluation of these programs for external contracted parties where the agency has outsourced asset management responsibilities to derive Reliability Centered (RCM) and Risk Based Maintenance (RBM) for agency retained assets and contracted services
  • Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e. development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives
  • In-depth knowledge of maintenance strategies, such as Reliability Centred Maintenance (RCM); proven ability to design and develop asset modifications and reflect the configuration changes in maintenance plans and procedures.
  • Knowledge of continuous improvement processes like Lean or Six Sigma
  • Minimum two to three (2-3) years of related experience, providing a solid background in the maintenance and/or the design of electrical/mechanical systems in transit buses and/or coaches for fleet operations. Automotive product development experience would be considered as well
  • Working knowledge of tools, gauges and equipment associated with the engineering, testing and/or servicing of the various systems and components for Transit or Automotive Vehicles
  • Functional knowledge of electric propulsion systems (hybrid and all-electric) considered an asset
  • Working knowledge of rules and regulations established by Transport Canada (TC), Ministry of Transportation of Ontario (MTO) and the American Public Transit Association (APTA) would be considered an asset
  • An Engineering degree from a recognized university, or any combination of education, training and experience deemed equivalent
  • Registration or eligible to be registered as a P.Eng. is considered an asset
  • Certification as an Asset Manager would be considered as asset
  • Knowledge of ISO55000 standards
