Join us as we build a knowledgeable and collaborative team that courageously changes how transit projects will be delivered.Our Commercial Management, Pre-Construction Services Office within CPG is looking for a Senior Manager, Commercial to join the team! You will lead and provide commercial oversight on a diverse portfolio of projects that are at all stages of the lifecycle, providing stakeholder management, vendor management, as well as project reporting. You will also provide strategic and commercial advice to support the areas of Pre-Construction Services (Property requirements, Permits, Licenses and Approvals, Traffic and Transportation, Utilities, Third-Party Agreements, Environmental Programs and Assessments and Indigenous Relations Office).What will I be doing?

  • Support the development and lead the execution of the overall strategy for commercial management for contracts with vendors and partners, to ensure the successful outcomes and value for money objectives.
  • Build and manage relationships with a broad number of external stakeholders/partners, including 3rd party revenue partners, provincial/federal/municipal governments, agencies and/or communities, leveraging those relationships to advance commercial objectives.
  • Collaborate with internal stakeholders and partners in developing schedules and plans that maximize efficiency and timeliness; Partner and manage relationships with internal cross-functional departments (e.g. Sponsor Office, Legal, Operations, Capital Projects Group, Procurement, PRESTO, Finance and others) to ensure progression of projects and programs into operational service.
  • Develop components of procurement and/or contract documents, contract negotiation, governance, and management strategies to ensure that contracts adhere to Metrolinx policies and procedures and to minimize corporate liability and risk throughout the contract lifecycle.
  • Develop assessments, materials and recommendations on commercial aspects, contract documents and approvals as required.
  • Manage the resolution of issues of corporate significance, as required to recover or protect Metrolinx’s commercial reputation, and ensure value for money and sound commercial decision-making.
  • Effectively deal with significant commercial issues, including complex engineering, operational and business challenges to ensure the completion of key projects and strategies; monitor applicable regulations, codes, and standards to ensure all legal obligations are met, or exceeded; facilitates collaboration and cooperation between stakeholders and external vendors to ensure project delivery and issues resolution.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Applied Science, Engineering, Architecture, Business, or a related discipline or an equivalent combination of education, training, and experience.
  • Extensive experience in business roles related to the planning, procurement, design, and construction, including experience managing large, complex, multi-year transit or infrastructure development projects.
  • Experience commercially managing large infrastructure programs and progressive delivery models would be an asset.
  • Professional Engineer Ontario (P.Eng.), Certified Engineering Technologist (C.E.T.), Ontario Association of Architects (OAA), Project Management Professional (PMP), and/or Certified Construction Contract Administrator (CCCA) designation would be an asset.
  • A valid driver’s license is required to travel to various project locations, public meetings, etc. (approximately 5%). Must meet and maintain the corporate standard for a good driving record.
  • Knowledge of Contract Law, Canadian Construction Documents Committee documents (CCDC), Master Construction, Operating and Service Agreements, the Construction Act, Occupational Health and Safety Act, Environmental Assessment Act and the Professional Engineers Act, contracts documents, specifications and drawings, and legal statutes and proceedings.
  • Knowledge of quality assurance and quality control principles, practices, and methods to lead the implementation of controls for contract management processes.
  • Broad knowledge of budgetary processes and cost and schedule management.
  • Demonstrated relationship management and influencing skills and experience to build partnerships with a variety of internal and external stakeholders for the achievement of results; Strong negotiating skills to navigate between multiple parties with differing perspectives.
  • Highly developed written communication skills to develop briefs and presentations for executive management with a clear and succinct definition of the issues.
  • Strong interpersonal and verbal/consultation/presentation skills to present complex and/or new ideas with clarity and simplicity; to liaise with all levels within the organization and in the field; to work effectively with specialists across multiple sectors.
