Under the supervision of the Manager, Director’s Office manages the EMOPS Supplementary Funds (Other Resources), which includes assisting in the preparation, implementation, and monitoring of the usage of the funds, as well as providing backup support to management in the office operations and administrative matters.

nder the general supervision of the Manager, perform a variety of data/information collecting, monitoring, technical and administrative services of moderate scope and difficulty in support of programme activities.

Assist in planning, identification, allocation, monitoring, donor reporting, and day-to-day management of supplementary (OR) funded budgets made available to EMOPS or managed by EMOPS, including Global Thematic Humanitarian Funds. Regularly prepare budget reports, such as project utilization reports, against EMOPS Annual Workplan. Maintenance of overall budget monitoring tables, project proposals, reports, and other related documents of supplementary funded projects.

  • Contribute to preparing budgets for specific thematic projects (such as country support funds). Prepare a summary of budget status and project utilization reports by providing information and preparing monitoring tables.
  • Liaise with the regional and country offices regarding using EMOPS charge codes or external charge codes for workshops/training/travel and ensuring that offices stay within budget allotments.
  • Liaise with relevant sections/units within and outside EMOPS, including EMOPS Geneva, DFAM, DHR, PARMO, and PD, to gather information for donor reports, financial reporting, and other reports as necessary.
  • Perform data gathering, monitoring, and analysis of Grants, Fund Reservations/Funds Commitments, Purchase Requisitions, Purchase Orders, SSAs status, and other programme budgets. Generate FLS/VISION reports and prepare tables for review and decision-making of supervisor.
  • Maintain the status of unfunded supplementary funds and acceptance of donor contributions against respective projects and programmes. Process allocations and rephasing of OR funds.
  • Undertake daily budget maintenance and verify and process payment requests for consultants and vendors by established guidelines—Budget Focal Point in specific budget areas relating to supplementary funds. For accuracy and financial control, review supplementary-funded related transactions undertaken by EMOPS staff and other Divisions.
  • Establish and maintain internal supplementary budget control systems. Verify and reconcile official FLS accounting/financial reports generated by DFAM with EMOPS records.
  • Perform as EMOPS Budget Focal Point for JPOs and OR-funded staff and liaise with DHR regarding funding and entitlements.
  • Carry out specific administrative, operational/ control tasks for project/programme activities, which may include missions to other offices.
  • Performs any other duties as required/assigned by the supervisor to ensure the smooth functioning of the Unit and the Office.

Minimum requirements:

Education:

  • Secondary graduation with university-level courses in Accounting/Auditing and business administration or equivalent specialized training.

Work Experience:

  • At least 7 years of relevant work experience in programme administration and financial monitoring in an international or multi-national organization, of which at least one year was closely related to support of programme activities.

Skills:

  • Knowledge of UNICEF’s programmes and financial/administrative rules, regulations, policies, procedures, and practices.
  • Good knowledge of UNICEF electronic systems and computer applications, including SAP/VISION and various software such as EXCEL, Word, and PowerPoint.

Language Requirements:

  • Excellent command of written and fluency in English essential. Working knowledge of additional UN language is an asset.
