Under the overall supervision of the Senior Programme Manager of EURCAP and the direct supervision of the National Project Officer (EURCAP), the incumbent will be responsible for providing effective and efficient operational, technical and administrative support to the EURCAP Facility. The position will be based in Brussels and will be part of the Project Management Team (PMT).
Responsibilities:
- Support the overall implementation of all EURCAP project activities in compliance with IOM internal policies and procedures as well as the requirements of the EU;
- Focal point for liaison between assigned country local project teams (LPT) and the EURCAP Facility PMT to facilitate effective support action implementation, monitor project progress, provide technical and donor compliance support to LPT, identify shortfalls in delivery and secure remedial action;
- In coordination with the Senior Programme Manager and the National Project Officer, contribute to developing and maintaining strong stakeholder engagement through regular liaison with DG HOME, EU Member States, IOM Country Offices, and other stakeholders relevant to the project;
- Support knowledge management activities under the EURCAP Facility, including information collection and analysis informing project development and implementation, and coordinate M&E and political analysis activities to develop the knowledge management component of the Facility;
- Keep the Senior Programme Manager abreast on migration policy changes or emerging issues around practical cooperation on readmission relevant to the EURCAP Facility and IOM’s work;
- Draft, compile and support submission of project reports in coordination with the LPTs in order to gather and then disseminate best practices;
- Undertake research and analysis on return and readmission related issues relevant to the EURCAP Facility;
- Support the development of project proposals for new Support Actions in both geographic and functional areas of responsibility, through analyzing relevant information, drafting and coordinating the endorsement and submission processes;
- Support organizing training activities on return and readmission for different stakeholders, including drafting training materials and conducting training;
- Perform general administrative tasks to support the project implementation, including the preparation and/or processing of administrative requests/documents (e.g., travel requests, contracts, etc.);
- Compile and draft information materials, briefing notes, presentations, factsheets, graphics and other forms of documentation;
- Provide guidance/training and assist in coordinating and monitoring the work of other staff on the team in areas of assigned responsibility;
- Undertake duty travel and participate in meetings and/or events in support of project delivery and enhancing stakeholder management;
- Perform any other duties as may be assigned.
Qualifications:
Education:
- Bachelor’s or equivalent degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience;
- High-School diploma with six years of relevant experience.
- Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience:
- Working experience in programme/project implementation, reporting, monitoring, administrative and financial tasks is a requirement;
- Excellent knowledge of EU institutions and EU migration policies and legal framework is a requirement;
- Experience contributing to the management, monitoring and evaluation of multi-country projects is a requirement;
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations is an advantage;
- Demonstrated experience and knowledge on return, readmission, reintegration and/or identity management is an asset;
- Previous work experience with EU, national, regional or international public bodies related to migration would be an advantage;
- Demonstrated proficiency with Microsoft Office, including Word, Excel, and PowerPoint.
Skills:
- Excellent report writing and drafting skills;
- Excellent organizational, planning and administrative skills;
- Good analytical skills, strong attention to detail and accuracy.
Languages:
- Fluency in English is required (oral and written).
- Working knowledge of French is desirable.
