You will be accountable for helping to grow Nova Scotia’s population.You will support employers, generating awareness of Nova Scotia’s immigration programs and making connections for newcomers in Halifax.You will also play a critical role in the administration of Settlement programs in Nova Scotia, ensuring the long-term success and retention of newcomers.Primary AccountabilitiesAs a Community Navigator/Settlement Officer, you:

  • Research, analyze and verify information from a variety of sources. Interviewing clients, employers and consulting regularly with our partners both locally and abroad.
  • Provide advice and information to clients, the general public, representatives, and stakeholders on behalf of Labour Skills and Immigration regarding our various programs;
  • You liaise regularly with business, industry and community representatives on immigration matters.
  • Manage and administer contribution agreements and grants with service providers and community groups in accordance with program policy as well as Federal government funding guidelines.
  • Work closely settlement with service providers to identify and address gaps in services, implement programs and coordinate funding arrangements.
  • Helps to plan, develop, negotiate, implement, and monitor contracts, sponsorships, and other financial support to funded service providers and community groups.

You will bring together partners, understanding opportunities and barriers to population growth, offering solutions.You play an important role in identifying program integrity concerns and consulting with the program integrity unit. You will also provide input and feedback on policies, guidelines, directives, and operational processes.Qualifications and ExperienceTo be considered for this position, you hold an undergraduate degree in a related field such as communications, business, marketing or public administration, in addition to a minimum of 3 years of directly related experience in working with partners and public, gathering, researching, and analyzing information. You have gained expertise in interpreting and applying legislation, programs, policies and guidelines. You also possess strong interviewing skills allowing you to engage and communicate effectively with diverse groups. You are proficient in various computer software programs such as Microsoft Suite and are proficient in using Excel and interpreting data and financial information. You display a passion for our purpose with your general knowledge of government departments and organizations involved in citizenship and immigration. Objective decision making, as it pertains to the assessment of applications, is a must. Strong English speaking, writing, reading and oral comprehension skills are required for this position.Assets for this role include:

  • An understanding of the Nova Scotia economic conditions, immigration programs and our labour market priorities would be viewed as assets.
  • The ability to speak French or other language(s) would also be an asset.
  • Experience using LaMPSS and administering and monitoring funding agreements.
  • Experience in financial management of funding agreements
