As part of the World Bank Group (WBG), the Integrity Vice Presidency (INT) shares in the WBG’s overall mission in alleviating poverty and achieving a shared and sustainable prosperity in client countries. INT’s fundamental role within the WBG is to help detect, prevent, and deter fraud and corruption in the use of the WBG’s financial resources, so that those resources are used effectively to benefit the poor people that they are intended to reach. In contributing to the WBG’s overall mission, INT works closely with other stakeholders across the WBG to help detect, prevent, and deter fraud and corruption; help client countries to fight fraud and corruption; enforce the highest standards of professional integrity, and ethical behavior among WBG staff and corporate vendors. 

The Vice President leads the INT VPU in making sure that INT achieves its objectives and ensuring that those objectives are consistent with shareholders’ objectives and the professional standards that govern INT’s work. In addition to the Management Team, which is responsible for the day-to-day management of INT’s activities across different workstreams, the Vice President is supported by a Front Office led by a Head of Office that provides close support on all aspects of leading the function and overseeing INT, including:

  • Advisory- Well supported recommendations on matters requiring VP input or approval, including matters involving institutional or administrative considerations.
  • Analysis and inputs- Detailed preliminary analysis of data, information, and other insights within and outside INT to provide structured background or decision inputs to the VP.
  • Coordination and communication- Liaison with all internal and external stakeholders to coordinate, prepare and follow-up on INTVP and senior management engagement with those stakeholders.
  • Oversight and monitoring- Close tracking and monitoring of all projects, initiatives and deliverables that fall under the oversight of the VP or present significant risks or sensitivity for the VPU.
  • Quality assurance- For relevant deliverables requiring VP input, concurrence or approval, and for relevant communications, review and assessment of initial drafts and related applicable materials to ensure they meet highest standards of quality, accuracy and relevance and conform to applicable INT policies, standards and guidelines.
  • Outreach and relationship management- Coordination of outreach and networking engagements with key partners both within the World Bank Group and outside (peer agencies, development partners, law enforcement and anti-corruption agencies, supreme audit institutions and others).

DUTIES AND ACCOUNTABILITIES

Under the supervision of the Head of Office, the Special Assistant is expected to play a significant role in supporting the INT Vice President in delivering INT’s overall work program. His/her primary duties and accountabilities will include, but are not limited to, the following:

  • Support the INT Vice President in delivering INT’s overall work program by working closely with the front office team, the Head of Office and across INT;
  • Gather relevant inputs and prepare substantive analytic content and briefing materials to support the Vice President in his engagement on key internal and external matters relevant to INT’s mandate;
  • Provide advice on matters under front office review, including matters involving institutional, financial and administrative considerations, in coordination with others across the WBG as appropriate;
  • Support the highly sensitive and confidential workflow and issues related to the INT Vice President’s responsibilities, including triaging matters to be addressed, tracking progress, and prompting next steps; 
  • Coordinate and prepare for the INT Vice President’s meetings, including meetings with senior management and Executive Directors of the WBG, and attending meetings as needed;
  • Liaise with Special Assistants and other staff members across Vice Presidential Units and senior management’s front offices regarding matters relevant to INT;
  • Coordinate, in consultation with the Head of Office and other members of the front office team, the day-to-day schedule of activities of the INT Vice President;
  • Coordinate and engage in external events;
  • Assist the INT Vice President with policies and procedures, and identifying and implementing efficiency and effectiveness improvements;
  • Prepare and review INT written materials as requested, with close coordination across the INT teams and other WBG units as needed;
  • Coordinate and/or prepare talking points, and drafting notes and correspondence, for internal and external audiences as needed;
  • Support the development of open and transparent communications platforms (in consultation with the INT communications lead) within and across INT teams, and contribute toward the building of an open, transparent, and trusting environment for all INT staff to work in;
  • Keep abreast of emerging issues relevant to INT’s work, within the WBG and externally, and ensuring that pertinent developments are brought to the prompt attention of the front office; and
  • Perform any other tasks necessary for the successful operation of INT, as requested by the INT Vice President or Head of Office.

Selection Criteria

  • Advanced degree in business administration, management, law, or a related field, with minimum 8 years’ experience, or equivalent combination of education and experience;
  • Demonstrated ability to provide strong analyses, both written and verbal, of complex issues in a fast-paced environment, often on very short notice;
  • Excellent oral and written communication skills, and the ability to analyze, synthesize, and present materials effectively and tailored to different audiences with a clear and precise writing style;
  • Demonstrated ability to work effectively in a position in which confidentiality and discretion are essential;
  • Demonstrated experience in leading teams in creating/drafting high volume, time-sensitive reports or other work products;
  • Ability to multi-task and prioritize, and effectively communicate workplans across grade levels;
  • Excellent interpersonal and teamwork skills;
  • Demonstrated ability to work effectively across organizational boundaries; and
  • Fluency in both oral and written English.
