Job Description:JOB TITLE: Specialist, Disability ManagementDEPARTMENT: Corporate Support ServicesPOSTING NUMBER: 106416NUMBER OF POSITIONS: 1JOB STATUS & DURATION: Full Time PermanentHOURS OF WORK: 35 hour workweekLOCATION: Hybrid Model*– when working onsite, you will report to the location of City HallSALARY GRADE: 5HIRING SALARY RANGE: $86,091.00 – $96,853.00 per annumMAXIMUM OF SALARY RANGE: $107,614.00 per annumJOB TYPE: Management and AdministrationPOSTING DATE: October 30, 2024CLOSING DATE: November 6, 2024AREA OF RESPONSIBILITY:Reporting to the Manager, Health Safety and Wellness this position is responsible for facilitating and administering the Integrated Disability Management Program and Medical Accommodation Program that applies consistent principles and complementary process to all disability related benefits (short and long-term disability programs and WSIB) and medical accommodations. The incumbent advises on a wide array of disability management programs and medical accommodation issues including but not limited to occupational and non-occupational policies and programs, facilitates the safe return to work, workplace medical accommodations and work modifications programs. The incumbent liaises and collaborates closely with various stakeholders, including Health Care Provider(s), the Corporation’s Occupational Health Consultant, the Corporation’s Insurance Carrier, WSIB representatives, People Leaders, Union representatives and employees.KEY RESPONSIBILITIESPROGRAM DEVELOPMENT & SUPPORT

  • Supports the development, implementation and delivery of the integrated Disability Management Program, making recommendations on objectives and accountability frameworks, monitoring and reporting on the effectiveness of the program and compliance with applicable legislation and policies, and providing recommendations for improvement.
  • Provides advice and recommendations on implementing and maintaining disability prevention and management policies and programs.
  • Interprets and explains legislation, policies, programs and initiatives to support People Leaders responsible for human resources management and workplace accommodation.
  • Works toward resolution of complex disability management, return to work cases and medical accommodations in collaboration with all concerned parties, undertaking appropriate intervention where required.
  • Managing case files by researching and gathering all relevant materials, and by liaising with employees, managers, union representatives and third-party service providers to facilitate successful return to work strategies.

CORPORATE CONTRIBUTION

  • Collects relevant case information through research and consultation with a range of contacts and subject matter experts (e.g., insurance carriers, human resources staff etc.) identifying issues that can affect an employee’s successful return to work.
  • Participates in project teams and committees to acquire, analyze, share and evaluate broad legislative and City of Brampton policy, programs and initiatives, outcomes and experiences.
  • Partnering with operating departments to ensure compliance with WSIB requirements including the Workplace Safety and Insurance Act and alignment with WSIB Operational Policy.

COMMUNICATION AND REPORTING

  • Creates disability management reports tracking absences, accommodations and complex permanent placement.
  • Facilitates and promotes early return to work and its benefits to employees and managers, advising them of their obligations, available resources, productivity and financial costs, and other effects and outcomes of early return to work, through discussion, presentations, formal communications and publications, and training events and materials.
  • Ensures all stakeholders are aware of their responsibilities; proper documentation is completed in a timely manner; all parties are kept informed on the status of the claim, and provides monitoring and follow up, ensuring benchmarks are met or plans are reassessed and modified when required.

STAKEHOLDER RELATIONSHIPS

  • Promoting positive and effective team interaction between all stakeholders.
  • Maintaining active liaison with other accommodation and disability management practitioners and the external benefits consultant; attends training and development programs.
  • Establishing and maintaining a network of resources and contacts with disability management, accommodation and return to work as well as healthy workplace expertise.

SELECTION CRITERIAEDUCATION:

  • Post-secondary degree in Human Resources, Occupational Health, Kinesiology, Nursing, Social Work or other related academic program.

EXPERIENCE:

  • A minimum of five years of recent experience in disability management including WSIB claims management, disability claims adjudication, developing and implementing employee accommodation and return to work plans in a unionized workplace.
  • Experience applying and working knowledge of employment regulations including the various health and safety acts in Ontario and non-occupational and occupational disabilities.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of policies, legislation and principles pertaining to disability management and accommodation, such as the Occupational Health & Safety Act, Ontario Human Rights Code, Employment Standards Act, Workplace Safety and Insurance Act, and the Accessibility for Ontarians with Disabilities Act and Standards.
  • Knowledge and understanding of equity and diversity issues and their relationship with disability management.
  • Knowledge of confidentiality and privacy issues related to personal health information; tact and discretion to draft accommodation and return to work plans, to communicate about matters involving sensitive and personal information.
  • Proven case management skills including the ability to multitask and prioritize competing demands, creatively problem solve, and building consensus on solutions to complex and contentious situations.
  • Excellent communication skills, both verbal and written and presentation skills.
  • Developed computer skills in Microsoft Office, SharePoint, PeopleSoft, Parklane or other claims/attendance management systems.
  • Excellent judgment to assess complex legal, psychological, social, medical and workplace factors, to identify appropriate accommodation and return to work plans.
  • Facilitation skills to effectively lead case management team meetings, building cooperation and buy in to shared goals and responsibilities between employees, managers, health professionals and union representatives.
  • Excellent human relations, conflict resolution skills, effective communication, including listening and negotiation skills.
  • Analytical skills to determine and recommend appropriate action, to interpret health-related information, deal with issues, and identify barriers to case resolution.
  • Return to work case management expertise with ability to interpret medical information and identify rehabilitation/accommodation options.
  • Proven ability to analyze information such as physical and cognitive job demands and employee abilities information etc. to identify accommodations and modifications to facilitate entry to work, remaining at work, and timely and safe return to work.

DESIGNATIONS, LICENCES & MEMBERSHIPS:

  • Professional certification or registered professional status within disability management preferred, such as NIDMAR Certified Return to Work Coordinator Certification (CRTWC), NIDMAR Certified Disability Management Professional (CDMP) or Registered Rehab Professional (RRP).
