From improving economic performance and creating jobs to fostering strong education and fighting international tax evasion, we provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting.The Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for the OECD’s work on building more inclusive and fair societies through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and social exclusion, better health-care systems and good management of migration flows and integration.The International Migration Division (IMD) of the Directorate for Employment, Labour and Social Affairs (ELS) is looking for an engaged and innovative statistician to provide statistical support in the full cycle of statistical activities from data collection to data dissemination on a variety of projects (immigration, integration of immigrants and their children, expatriation of national citizens).ELS is looking for a Statistician with excellent programming skills, good knowledge of data visualisation tools, and proven ability to communicate complex results. She/he will work in a dynamic team of economists, demographers, and migration and integration policy experts to provide high-quality empirical analysis – on various migration-related issues. She/he will work primarily on the production of the annual flagship publication International Migration Outlook but may support several other projects, supervised by different policy analysts/economists.Job DescriptionData collection and analysis

  • Work pro-actively and independently to update and expand international migration datasets, including collating the relevant data from publicly available databases and internal data collections, compiling data and indicators using and developing scripts in R and Stata, and updating OECD.Stat data cubes.
  • Support migration data dissemination and develop scripts in R to automate the update of key tables and graphs; work creatively to suggest new chart types and data visualisation functionalities, including dashboards.
  • Liaise with NSOs and migration experts as necessary.
  • Keep abreast of new data sources, notably integrated administrative data and non-standard data sources, and of the work of other international and national organisations (e.g. Eurostat, UN agencies, etc.) on topics relevant to the statistician’s work.

Data dissemination and documentation

  • Contribute to improve standardisation of migration flows by categories.
  • Develop and maintain documentation on work procedures covering all aspects of the production cycle and on all relevant information regarding the national (meta) data.
  • Carry out descriptive and econometric statistical analysis, using micro and aggregated data.
  • Participate in the production and drafting of statistical and analytical publications and/or reports.

QualificationsIdeal Candidate Profile

  • Master degree or equivalent, preferably in statistics, demography, econometrics, mathematics, engineering or a scientific field, and a good knowledge of statistical databases and information technology.

Professional Background

  • At least three, preferably five years’ experience in a similar role.
  • Experience in the production and/or use of statistics including documentation on data sources, definitions, coverage, methodology, reliability and comparability gained in a national or international organisation.
  • Experience in analysing large sets of survey data (notably national and European labour force and social surveys, administrative and Census data would be an asset.
  • Experience in the analysis of complex micro-level data related to economics, labour, social or migration.
  • Experience in statistical models including econometric techniques.
  • Very good knowledge of data visualisation tools and ability to communicate complex results.
  • Ability to visualise the whole lifecycle of a project from idea generation to delivery.

Tools

  • Excellent programming skills in R and Stata (experience in Python would also be an asset).
  • Good knowledge of the main frameworks for data visualisation (in particular, ggplot2), data processing (dplyr, pandas), machine learning (scikit-learn), or willingness to learn those frameworks.
  • Good knowledge of Git for version control.
  • Experience in managing and querying large databases and practical experience with relevant software and programming languages.
  • Excellent command of Microsoft Office software, especially Excel (including macros and pivot tables).
  • Good experience with web scraping.

Languages

  • Fluency in one of the two OECD official languages (English and French) with a good working knowledge of the other.
