Job PostingHalifax Regional Municipality is inviting applications for the perm position of Supervisor Purchasing in Finance & Asset ManagementHRM is committed to reflecting the community it serves & recognizing Diversity & Inclusion as one of the Municipality’s core values.We have an Employment Equity Policy & we welcome applications from African Nova Scotians & Other Racially Visible Persons,Women in occupations or positions where they are underrepresented in the workforce,Indigenous/Aboriginal People,Persons with Disabilities & 2SLGBTQ+ Persons.Applicants are encouraged to self-identify on their electronic applicationReporting to the Manager Materials Management,the Supervisor Purchasing is responsible for the supervision of a team involved in inventory control,material planning & purchasing of inventoried & special order materials.Oversees the sourcing,purchasing & inbound logistics of goods & materials; & the supply chain process ensuring timely delivery of services within the Materials Management sectionResponsible for the supervision of staff at multiple locations with an extensive variety of commodities.The Supervisor, Purchasing maintains a close relationship with clients,to ensure service delivery & operational requirements are met while ensuring best value for HRM.The Supervisor provides SAP MM module expertise & direction and assists staff in resolving issues In addition to meeting materials management requirements,the Supervisor,Purchasing is responsible to oversee contract management for inventoried materialsDuties & Responsibilities:Strategy

  • Recommends, leads and participates in continuous improvement initiatives for sourcing & purchasing activitiy
  • Identify purchasing requirements;develop & mplement strategy to provide reliable and consistent service delivery throughout HRM locations
  • Work with large data sets for inventory materials,creating appropriate & effective groupings for material requirements
  • Collaborate with the Purchasing Contracts Analyst for market research to ensure RFQ opportunities are fair for the vendor community
  • Contribute to the creation & implementation of a 5 & 10-yr strategic sourcing & social procurement plan for HRM with industry best practices knowledge
  • Facilitate continuous improvement of purchasing by monitoring KPIs & participating in Quality Monitoring Programs
  • Develop & maintain purchasing & risk mitigation strategy

Customer Service

  • Co-ordinate/oversees purchasing activities,including monitoring & allocation of resources to maximize efficiency/effectiveness
  • Respond to & resolves daily operational issues & ensure adherence to Policies & standardized processes
  • Ensure that customer service & time objectives are achieved within existing financial & human resources constraints to meet operational objectives
  • Consult with clients & other Procurement staff
  • Ensure transparency/collaboration between procurement dept & its business partners
  • Lead &/or participate in interdepartmental projects
  • Cultivate positive relationship with clients/vendors
  • Collaborate with the Manager,Materials Mgmt & clients on development of SLA & quality standards
  • Conduct regular evaluations to ensure compliance with SLAs

Leadership

  • Manage staff/staffing requirements,including interviewing,hiring,setting & measuring performance objectives
  • Evaluate,plan & ensure adequate training/career development for staff
  • Proactive approach to issues,coaching & escalations
  • Oversee staff attendance reporting & attendance management
  • Provide leadership to a diverse group of staff while administering & ensuring compliance with CA
  • Foster a culture of innovation
  • Promote & integrate the mission,vision,& values of the Procurement dept into practice
  • Foster a culture of equity,diversity & inclusion

Operations

  • Provide expertise & direction on the use of SAP Material Management (MM) Module functions to staff
  • Provide insight for staff using SAP MM Module for numerous submodules (e.g., MRP, material masters, classification,requisitions, PO, source lists & purchasing info records)
  • Provide training for new direct reports
  • Share knowledge & proficiency of purchasing & inventory principles & practices
  • Coordinate & supervise the day-to-day operations of staff
  • Proactively identify & respond to purchasing/inventory control issues
  • Guide staff to anticipate & proactively plan for seasonal inventory requirements
  • Set & guide staff on the expectations for safety stock & stock levels for emergency related items, that are carried at all times
  • Guide & assist staff to identify & purchase appropriate emergency items in anticipation of known potential emergencies
  • Schedule staff, based on location/operational requirements
  • Participate in EMO operations as assigned or appointed by the Manager,Materials Mgmt
  • Assign & guids staff during EMO operations
  • Ensure compliance with OH&S & enforce safe work practices
  • Plan,direct & assign purchasing staff for administrative roles for planned departmental physical inventory activities
  • Run reports & perform audits related to purchasing & inventory activities
  • Monitor & manage a cost centre operating budget & provide input for projections
  • Develop,maintain & administer effective policy/procedure
  • Responsible for the review & approval of inventory agreements price increases & inventory items

QUALIFICATIONS:
Education and Experience:

  • Post-secondary education with focus in Business
  • Accredited courses in Inventory Management & Purchasing
  • 3 yrs supervisory experience
  • 5 yrs of experience in inventory & purchasing
  • Experience using ERP for purchasing or logistics
  • SAP MM Module expertise
  • Experience with Fleet Asset Management software is an asset
  • Public sector experience in purchasing or procurement related role is an asset

Technical/Job Specific Knowledge & Abilities:

  • Expertise SAP MM Module
  • Strong knowledge of purchasing & inventory control principle
  • Knowledge of contract management
