Summary What General Information Do I Need To Know About This Position? This is a time limited assignment not-to-exceed 1-year that may be extended up to a total of 5 years within regulatory time limits or made permanent without further competition or terminated at management discretion. At the end of the assignment you will be returned to a position equivalent in tenure and grade as your former position. Responsibilities As a Supervisory Hydrologic Technician within the Utah Water Science Center, some of your specific duties will include: Serves as Supervisory Hydrologic Technician for the Moab, UT Field Office. Supervises all data collection activities for the Moab Field Office to ensure compliance with all technical policies, deadlines, and budget imitations as part of cooperation with local, state, and other federal agencies. Exercises a broad range of supervisory responsibilities over employees of the Moab Field Office including major responsibilities in the selection, employment, evaluation, and allocation of personnel to projects and program elements. Develops staffing plans, recommends selection of employees, provides guidance on work related issues, approves training, evaluates performance as rating reviewing official, resolves internal problems, recommends awards, and affects or recommends disciplinary action. Manages resources in a responsible manner to promote efficiency, sound business practices, and adherence to administrative deadlines. Serves as a principle advisor and assistant to the Utah Water Science Center Surveillance Section and Center leadership. Serves as a technical expert in data collection methods and provides training, instruction, and advice to technical personnel on USGS standard methods and procedures. Maintains close liaison with cooperators and stakeholders responsible for the development and control of natural resources and advises them on problems relating to management and development based on their knowledge of conditions and the results of investigation. Operates a government owned or leased vehicle as an incidental driver. Requirements Conditions of Employment Key Requirements: Selectee may be subject to serving a one-year probationary period. This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed. More requirements are listed under Qualifications and Other Information. Selectee must provide a valid state driver’s license & safe driving record. Are There Any Special Requirements For This Position? You will be required to operate a government-owned or-leased vehicle in the performance of your official duties. Applicants for this position must meet the following requirements: (1) possess a valid State license, and (2) possess a safe driving record. If selected, you will be required to provide proof of a valid State license & a copy of your driving record. Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued. A background investigation will be required for this position. Continued employment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. Qualifications Definitions: EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.) For GS-12: Applicants must meet the following to qualify for the GS-12 level: One year of specialized experience equivalent to the GS-11 in the Federal service. Examples of such experience may include: planning and conducting the computation and collection of data from approximately thirty or more gaging stations; determining stage-discharge relations, computing rating tables and mean daily, monthly and annual discharge rates from these stations. Acting as a party chief and making indirect measurements of flood flows under extremely difficult conditions. Collecting data including that required to compute flood flows by the slope-area method, by measurement of flow over dams, by flow through culverts and by flow over embankments. Obtaining hydrologic data from published and unpublished sources and conducting hydrologic studies relative to the frequency of flood and droughts. Planning and coordinating a ground water survey program for an area that may be either a small area with complex features or a larger area with planning and coordinating problems related to the scope of the ground water survey operations. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.
