The Growth Company’s Business Growth Hub team are looking for a Supply Chain Manager who will support the procurement of a framework of subcontractors delivering workforce based essential skills compliant with Public Sector Procurement Directives then subsequently managing the subcontractors against quality, contractual and performance-based criteria.Please note that this role is subject to contract award, notification end September 2024GM Business Growth Hub is a community of specialists with a passion to help businesses across Greater Manchester to realise their ambitions. We work with the best of public and private partners, offering expert one-to-one and peer-to-peer business support, events, specialist programmes, funding and much more.Key Responsibilities:
- Control and lead supply chain systems and processes, ensuring full compliance with best practices (e.g. Ofsted, Merlin Standard, AELP, SFA, CIPS), funding body, and procurement regulations.
- Manage the subcontractor onboarding process, including operating procedures, contract compliance, quality processes, information security, health and safety, safeguarding, insurance, etc., and ensuring all due diligence procedures have been followed.
- Lead on the identification, assessment, and management of potential risks associated supply chain management.
- Develop and maintain relationships both internally with all GC staff and externally with subcontractors and stake holders to ensure the effective operation of the framework.
- Ensure set up of regular, timetabled, effective performance management processes with subcontractors.
- Monitor the subcontractor’s performance against contract and internal targets; develop agree and initiate action/ improvement plans as required, regularly monitoring performance against agreed plan.
- Liaise with internal quality and compliance coordinators to ensure quality monitoring; reporting and improvement plans are in place for all subcontractors to meet company quality standards. Champion quality standards e.g. Ofsted, Merlin standard and AELP standard.
- Present reports and updates to the Programme Steering/Operations Board, ensuring the Programme Steering/Operations Board is kept up to date and appraised of risks and mitigations.
Experience:
- Proven track record of successfully setting up funded, supply chain management systems and procedures in line with best practice procurement standards and practices (Ofsted, Merlin, SFA, AELP, CIPS)
- Experience in delivering benefits through a collaborative and cohesive supply chain.
- Proven solid track record of successful relationship management and significant experience in managing sub-contractors in the skills or welfare to work sector to achieve and exceed performance targets.
- To have a strong working knowledge of government-funded programmes.
- Commercial awareness and strong business analysis skills and in-depth knowledge and experience of government (DWP, SFA, ESF, ERDF).
- To be educated to a degree level or equivalent in a business or project management
- Knowledge of financial, legal, and social value issues in relation to supply chain procurement.

- Excellent project management skills, strong written and verbal communication skills.
- Ability to analyse, evaluate, and make recommendations relating to risk at a strategic level.
- Able to manage the tendering process of multiple procurement contracts.
- Strong IT literacy, especially Microsoft packages.
- Ability to work flexibly to meet tight deadlines and strict timescales.
- Self-starter; proactive and able to manage own workload.
- Ability to build and maintain business relationships at an operational level.
