Duties Description STANDARD DUTIES:As an Unemployment Insurance Reviewing Examiner, you would review correspondence from employers relating to matters of tax liability, experience ratings and coverage and make appropriate determinations based on information presented and additional information obtained from a variety of other sources. You would prepare correspondence to employers and the general public as required; internal memoranda presenting background, analysis, and recommendations in more complex cases for higher review, and interpretations of decisions for use by operating bureaus.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications. NY HELPS Minimum Qualifications:Trainee: A Bachelor’s Degree. Upon successful completion of a one-year traineeship program, candidates are advanced to Unemployment Insurance Reviewing Examiner without further examination.Full Title: Bachelor’s Degree AND one year of experience in the determination of contributor rates or in making quasi-legal determinations regarding coverage and liability of contributors to a privately financed fund.It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Reassignment Qualifications: Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service as an Unemployment Insurance Reviewing Examiner/Trainee if you have less than one year, you must be reachable on the current Unemployment Insurance Reviewing Examiner/Trainee eligible list for this location, if one exists.70.1 Transfer Qualifications: One year of permanent, contingent-permanent, or 55b/c service in the following titles* may qualify for transfer pursuant to Section 70.1 of the Civil Service Law:Jobs Program Specialist, Gr-16Labor Services Representative (and language parenthetics), Gr-16Unemployment Insurance Accounts Examiner, Gr-13Employment Counselor (and language parenthetics), Gr – 18Employment Services Rep, Gr – 1870.4 Transfer Qualifications: One year of permanent or contingent-permanent service as a Grade 11 or higher. Must also have a bachelor’s degree* or 120 semester credit hours, and must have taken and passed the most recent open competitive examination appropriate for Unemployment Insurance Reviewing Examiner Trainee 1, may qualify for 70.4 transfer. Note: Candidates must not have failed the most recent examination for this title. Appointments are made at the trainee level. Please include a copy of your transcript along with your resume if you are applying for 70.4 transfer.
