The Waste Treatment Centre (WTC) is a Class 1B Nuclear Facility built to safely treat radiologically impacted liquid wastes generated by Canadian Nuclear Laboratories. This will include the treatment of legacy radioactive liquid wastes as part of the Chalk River Labs Environmental Remediation mission.The Maintenance Manager is responsible for the safe and compliant conduct of facility maintenance, implementation of aging management plans, oversight of the control of work in the facility, and establishing a scheduling process that integrates facility maintenance, operations, and project activities. This will be achieved through leading a diverse team in a dynamic and challenging operations environment.The position will report to the Director of Liquid Waste Services, and ensure that the execution of maintenance in the Waste Treatment Centre will be completed to ensure the facility is available to meet the requirements necessary to ensure success in the Liquid Waste Services branch within waste services.What will you be doing!Facility Maintenance
- Oversee the conduct of facility maintenance activities to meet all regulatory requirements, and maximize facility functionality, including equipment upgrades and facility changes.
- Ensure Facility Maintenance Plans and supporting procedures are up to date, compliant, and meet the needs of the facility as well as the Conduct of Operations.
- Interface with facility stakeholders and management to understand operational, project, and maintenance priorities.
- Review maintenance results and trends for opportunities to optimize maintenance requirements for system components.
- Provide inputs into the annual facility planning cycle, including 5 and 10-year plans, to drive cost-effective practices and optimization without compromising quality.
- Identify and evaluate opportunities to implement maintenance best practices as part of a continuous improvement mindset.
Aging Management
- Implement a facility aging management plan to support ongoing operations until facility’s end of life.
- Oversee a list of critical spare equipment, and ensure it is managed for equipment obsolescence.
- Evaluate facility maintenance data, breakdown trends, and other key indicators to optimize maintenance in an aging facility
Work Execution
- Overall responsibility of Work Control process and execution at the Waste Treatment Center with a focus on Safe and Compliant execution and control of work.
- Identify and implement opportunities for continuous improvements in maintenance-enabling processes, such as scheduling and control of work, at the WTC.
- Interface with external groups to ensure appropriate levels of support are available to execute maintenance programs, and collaboratively identify opportunities for improvement or resolve issues expediently
- Manage facility maintenance issues and shifting priorities with responsive processes
General Liquid Waste Services Branch Requirements
- Integrating requirements between operations activities, projects planned activities and facility maintenance to maximize facility operability
- Establishing metrics, leading and lagging, to monitor the effectiveness of the facility maintenance program, and efficient execution of facility work to help drive continuous Improvement
- Other management responsibilities, as necessary, to support Liquid Waste Services branch objectives, including operation of the Waste Treatment Center and associated facilities.
- Other duties as assigned by Management.
What we are looking for:EducationThe position requires a relevant university degree or a technical college diploma.Experience7 to 10 years’ experience in a leadership role within an operations environment, with experience delivering facility maintenance.An equivalent combination of skills, training and experience may be consideredKnowledge, Skills & Abilities
- Demonstrated leadership with effective interpersonal skills required to manage a diverse group, in a dynamic operational environment and evolving site. This includes effective interfaces with clients, system users, support groups, and other management.
- Initiative to resolve problems and expedite resources, work plans, or other appropriate actions.
- Ability to work in and foster a team environment, maintain a clear focus on team goals, and establish good rapport with groups and individuals of many diverse professions
- Demonstrates business sense and financial knowledge to adequately plan, manage, and monitor Branch budgets to meet financial obligations.
- A strong knowledge of facility operations concepts and requirements, maintenance fundamentals, and scheduling processes.
- Strong organizational, work planning, and analytical skills.
- Must be capable of planning multidisciplinary tasks effectively, including work prioritization and delegating authority to subordinates.
- Excellent written and oral communications skills; the ability to disseminate information to other team members and clients and strong team problem-solving skills are essential.
Job/Industry Specific Knowledge:
- A demonstrated commitment to safety, and an understanding of how risk management principles in conjunction with operational prioritization should be applied to decisions.
- Experience in, and understanding of, facility operations and operations maintenance requirements. Understanding of scheduling and work management fundamentals to efficiently execute work in the facility.
- Understanding of operations and conduct of maintenance in a regulatory environment and applicability of license programs.
- A demonstrated mechanical aptitude and a sound working knowledge of mechanical systems, process systems, and basic operations instrumentation.
- A working knowledge of the hazards associated with radioactive materials. Demonstrated knowledge of ALARA (As Low as Reasonably Achievable) principles including hazardous work assessments and radiological work planning within an operating environment involving nuclear materials.
Security Clearance Eligibility RequiredReliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.
